Members present! l~et. erson, Soleim, $iebrecht, Fluegel and Moen. Truax came in during the Course of the meeting. Non-members preset Norbert Conzernius and Sanders Ackerberg. The first item/or consideration was the request by Mr. Conzemiua for rezoning of a portion of the properties located in his plat which has previously received preliminary approval. Mr. Conzernius curl/ned a few minor changes that have been made in street alignment and lot location. Thereafter motion was duly made by $iebrecht, seconded by Fluegel, to recommend approval of the re-zoning requested/rom R-1 to R-$ as revised. Further, ~that his recommendation be forwarded to the City Councilo Upon a vote b~ing t~ken, the vote was recorded as follows: Ayes, a11; nays, none. The next item for consideration was the request by ldr. Ackerberg to be heard. Mr, Ackerberg stated that he is an architect and head of the firm of Ackerberg & Associates, Architects. He briefly outlined his professional credentials noting among other things that his firm had designed the Capp Towers facilities in St. l~aul and 1Vlinneapolis, the Hennep!n County Hospital, as well as many other well known structures in the Twin Cities area? Fie further. Stated that in Hastings he has designed the Calvary Baptist Church and the Haven Homes Facilities at 15th & l~ine. He stated that he is presently personally involved in the Calhoun Ambassador apartment project, w/th monthly rental units from $1600 00 to $300° 00 per month, the Cedar Ambassador apartment project, with apartments running slightly less in cost per month, as well as a 72 unit apartment project in North St. l:aul with rents ranging from $145.00 to $175. 00 per month. With reference to Hastings, he stated that he is considering acquisition of property now owned by Willard Bauer north of the Vermillion River, south of Towns View Estates and Dakota Hills, west of the Country Estates lots existing on the west side of Westa-lew Drive a_nd east of the property owned By Walter Bauer. He stated that this contained approximately 30 acres. It is his intention to construct an apartment complex on this property. Fie Stated that he would be looking for renters preferrably without children, and more specifically coilples whose children have grown or younger couples who do not have a family. He furf~her stated that he had con/erred with John Davidson and that no utillty problems were anticipated. His construction would be a 3 to 7 year program, possibly starting with two or three buildLngs as a00n as approval is received, A Total complex as anticipated, would contain 432 units in 12 - 36 building s. The acreage unit ratio is 3300 square feet per unit. The total acreage consists of 1,426,000 square feet and the acreage is more specifically 32, 5 ac~.es. Eacl~ building would have three entrances, each entrance serving twelve units. His plan would be to provide for much "green" area and several amenities such as swiraming pools, putting greens, tennis courts, etc. Flo apartment structures would be located adjacent to the wooded area and this area would be reserved for approximately 4 acres of park. The internal streets would remain privately owned and controlled. It is anticipated that Z3rd Street running East and West, would be a through street. There would possibly be one additional opening to Pleasant Street in the center of the plat. He stated that he thought it desirable that Southview Drive not be continued from East to West, but that he was open to suggestions on this. The reason for not wanting it extended would be that it would possibly become a through/are and would also possibly interfere with the bridge approach on Pleasant Drive. He stated that studies of apartment dwellings indicate that they pay their way as opposed to single resident structures which usually require more in services than they contribute in taxes. Mr. Ackerberg stated that the average number of children/unit would be anticipated to follow the average . Z. The proposed price range would be as follows: One-bedroom units $150.00, two-bedroom units, $?-00.00, He stated that this was his personal project and it was not being designed for any other person nor was it being designed on a speculative basis with a view of sellin§ it. He said the national average would indicate that the occupancy would be somewhat less than two persons per unit, The co~t per unit exclusive o£ land cost would 'be a.nt-~cipated to be somewhat between $10, 000 and ~11,000o He stated ~hat he would have a Mr. Peteraen, after a question and answer period stated that the matter will be taken under consideration by the Planning Commission and l~r. Ackerber§ would be contacted. The next item of business was the question o£ a "capital improvements program. After a discussion it was moved by Fluegel, seconded by Soleim, that consideration of th/s question be deferred until after August, as there is not stt~ficient time to make an adequate inquiry at this time.
