HomeMy WebLinkAbout07/11/68MINUTES OF THE SPECiAL MEETING OF THE HASTINGS PLANNING COMMISSION - JULY 1 I, 1968 Members: Bauer, Solelm, Truax, Fluegel, Moen, Nelson and Petersen Guests: $ontag, Gunderman, Exley, Livingston The first order of business was the report from the investigating committee ~egarding the Ralphe rezoning request. The committee recommended that the' petition be recommended with the exception that the southern vortion of the area be held at its present zone pending the outcome of the plans for a proposed Civic Center. A general discussion was held regarding this proposed civic center. Mr. Exley - Hastings Chamber of Commerce Presideni, stated that while plans for a civic center are progressing, the area in the Ralphe petition was not being considered as a possible site due to available area. Cor~equently, it was moved by Truax, seconded by Bauer, that the l~alphe petition.be recommended to the City coUncil, for approva! pending the final acceptance of the plans for use of the property. Ayes, all; Nays, none. The Langenfeld rezoning petition was then discussed. The investigating committee recommended a,~proval of the petition. It was moved by Nelson, seconded by Moen, that the Langenfeld C-2 rezoning petition be recommended to the City Council/or approval on condition that the area involved be used as an expansion of medical and dental facilities and associated parking facilities. Ayes, all; Nays, A discussion of the proposed Ackerberg Apar~.ment complex on the Willard Bauer land was then held with representatives of the Hastings Chamber of Commerce who were present, fulfilling the City Council*s request that such a meeting be held. As a result, it was moved by Nelson, seconded by Bauer, that the Commission recommends that the City Council table the second reading of the Bauer rezoning petition and that the Council authorize the firm of Hodne and Associates be retained to study the Ackerberg proposal in conjunction with the City Council, Mr. Ackerberg, and other interested groups. PLar, ninl~ Commission Meetin// 3u1¥ 11, 1968 a amendraent to the above motion was offered by Truax, seconded by Fluegel, that the Planning Commission meet with Mr. Hodne0 Mr. Ackerber§, ~he Hastings Chamber of Commerce and other interested iroups between the second and third readings of the petition to review the coml~lete aspect of the proposed plan. Ayes 3, Nays 3, with the Chairman casting an Aye vote to break the tie. Amendment passed. In view of the amendment, Nelsonts motion was amended accordinglyo Ayes, alii Nays~ none. A proposed cost for the study of the Ackerberg proposal will be ready for the City Council by Monday, July 15th. It was suggested that when, and if, the Bauer-Ackerberg, proposal is approved, that Mr. Ackerberg be required to furnish an easement south ,.~f the Verraillion River to County Road 47 so that Pleasant Drive can be extended to County Road 47 and thus help relieve the posslble traffic congestion caused by the prol~sed apart ment complex0 A letter from Mrs, Matt Leifeld was read. Consideration of this letter will be made at our next regular meeting, August 12. A copy is enclosed for your information. Mr, Sontag asked about the Council's plans regarding a study of possible needed utilities in the new industrial park. Mr. Nelson stated that this proposition will be reviewed by the Council at next Monday's meeting. Another proposal that should be considered by the ~-ommission soon, one that I did not include is the listing in June 5th minutes, is the possibility of establishing an active citizens' advisory cornrnittee. This group could be called the "Mayor% Advisory Committee" ~ or by any such name - but the function of this group would be to advise and assist the mayor, the council, or the planning commission with respect to programs for the orderly growth, development and improvement o£ the community. Such a coramittee would serve as a buffer advisory group between the citizens of Hastings, the members of the business community, thru the Chamber of Commerce and the governrnental units involved. Hastings is part o£ America. Hastings is growing. With growth, businesses spring up. When businesses spring up, parking lots do too. Big black-top deserts. CouM the Planning Commission recommend and the City Council require the owners o4 parking lo~s to beautify them a bit? Such as trees on the boulevard, perhaps a brick planter with greens in a corner, perhaps if well done, be spot-lighted at night? Customers would love it. Anything to take away the prairie or desert look. We who have lived a long time in Hastings and love our city, would like it to retain its' park-like look.
