MINUTES OF PLANNING COMMISSION MEETING
July 24, 1968
Mr. Ackerberg appeared at the regular Planning Commission Meeting
and gave a brief resume for those property owners present who had not
attended Planning Commission meetings in the past.
Mr. Ackerberg questioned the general plans, lay-out, proximity to utilities,
streets, and the benefit in using prime residential property for this endeavor.
He also pointed out that he has as much interest in maintaining a high
standard of construction as the adjoining property owners since he personally
will be involved in the financing, along with reputable financing institutions.
The meeting then was opened for questions from the floor.
Councilman Soleim asked if Mr. Ackerberg planned to plat this area or
if he was going to develop property on a metes and bounds description
basis. Mr. Ackerberg said that he had no objections to platting the area,
that either way it would not alter his overall development, unless there
were hidden legal obligations as a result of such plat. If platting would
alter the basic concept which he has proposed, then he would have to
reconsider.
The following points were also covered:
That the proposed construction would follow the Uniform Building Code.
That there would be Z4' to 30' space between garages for vehicle movement.
That contrary to public opinion, a high-grade apartment complex tends to
increase property value rather than decrease property values.
That the developer would himself maintain internal streets. He would
start with three units, this being a long-term investment, the developer
would provide as the need dictated.
Mr. Jack Richards asked the following question. Would you consider
another area? Mr. Ackerberg stated that he would not consider another
area, that this particular design was formulated to fit this particular area,
that he had made investigations of much of the area in Hastings and that he felt
that this, and only this area, would meet his needs.
He has a feeling for the City of Hastings as being a place in which he would
like to live, therefore he feels that other people may share this same feeling,
but that there are other areas around the state which could give him as many
benefits similar to those found in this particular area.
Councilman Leigh Nelson asked, that assuming this were rezoned R-3,
what would be the feeling of rezoning all of the property west of this
development to the west corporate limits, from 15th Street to the Vermillion
River as R-37 Mr. Ackerberg stated that he would be willing to compete
with any other developn2ent and would have no objection to rezoning all of
this area to R-3.
Mr. Ben Laski, resigned Chief of Police, stated that this plan does not
differ from an original basic future estimated traffic flow for this area,
that it has been the intent that certain designated streets would ultimately
carry the bulk of the traffic and that these proposed streets are now in
the comprehensive plan.
The committee appointed by the Council stated that they were not at this
time prepared to make a definite statement to the Planning Commission
but they would submit their report in writing at the regular Council
Meeting August 5, 1968.
The next item discussed by the Planning Commission was a preliminary
plat or plan presented by Mr. Willis Olson for expansion of his Trailer
Park facility in South Hastings. The plan was referred to a committee
previously appointed by the Planning Commission.
The meeting adjourned at 11:30 P.M.

NOTES OF COMMITTEE MEETING PRIOR TO PLANNING COMMISSION
MEETING - JULY Z4, 1968.
The Committee appointed by the Council met prior to the regular Planning
Commission Meeting.
Those present: Walter Petersen, Paul Gunderman, Jack Richards, Jim
Charlton and John Davidson.
The following items were discussed in detail:
1. Traffic and Parking
2. Valuation and adjoining property
3. Sewer and Water
4. Density of (poBpludl~lon) - 14 units per acre
5. Cost to City for access
6. Building design (quality of construction)
7. City to subzone with completion
8. How are living standards controlled
9. Why the rush?
10. Access for emergency vehicles
11. Why wasn't Hodne consulted prior to recommendation?
1Z. Assessment difference between R-1 and R-37
13. Best land use?
A report was furnished by Mr. Charlton indicating that he had met with
Mr. Kermit .G:rouch of Hodne and Associates. He discussed the following
article s:
1. The traffic problems in this area have not had an adequate
study for the planner to make a definite decision at this time.
Z. The original comprehensive plan for zoning within the
corporate limits indicated that the proposed Ackerberg Apartment Complex
is not an R-1 zone.
3. The Planners contract terminates at the end of 1968 prior to
which time the complete comprehensive plan will be furnished the Planning
Commission and the Council.

4. Mr. Hodne is recommending that a minimum of 50~0 of adjoining
property owners be required for approval of rezoning parcels other than R-1.
5. There is a definite need for 1t-3 multiple dwelling complexes in
any city, regardless of size.
6. On criteria for apartment complexes is that they be near, or
have access to main traffic arteries.
7. Retired persons who live in apartment complexes should be
close to major activity area and activity centers.
8. Mr. Cro~ch expressed feeling of surprise that the City Council
did not turn a study of this over to the l°lanners for review and/or approval
for the estimated fee of $100.00.
l~rior to adjournment of this meeting, it was suggested that the committee
again meet on Monday, July 29, 1968, the time of which will be determined
at a later date.
