PLANNING COMMISSION MEETING AUGUST 22, 1968
THOSE PRESENT: Chairman Walter Petersen, Councilman Soleim, Councilman
Nelson, Mr. Arlie Siebrecht, Mr. Don Fluegel and myself.
ALSO ATTENDING: Mr. Norbert Conzemius, Mr. Don Gustafson, Mr. Olson
from Harry S. Johnson Associates.
Mr. Conzemius presented his final plat for the apartment complex adjacent
to Trunk Highway 55, bounded by Lyn Way on the east and Bahts Drive on
the west and south. Mr. Conzemius furnished the Planning Commission his
permit for the existing access to Trunk Highway 55 at the Doctor's Clinic.
He presented the Commission a letter dated August 7, 1968 from the Highway
Department, No. 330SP1910, Trunk Highway 55, Plat Review of Valley Manor,
City of Hastings, Dakota County. This letter states "access to the site as
proposed has been modified Go comply with the department's recommendation
and the developer is aware that the ~xisting single in-place entrance will
remain until such time as the frontage road is extended westerly to Westview
Drive or easterly to Prairie Street".
A motion was made by Councilman Nelson and seconded by Mr. Don Fluege]
to approve the plat on the condition that the frontage road be dedicated from
this plat to Mr. Conzemius' westerly boundary of the entire 160 acres and
that a letter agreeing to favorable consideration for storm drainage in the
Northwest Storm Sewer Ponding Basin Area be submitted to the Council. This
letter had been submitted to the Council at the last meeting.
The Planning Commission suggested that I meet with the School Board to
acquire the 40 ft. frontage road along their property, that I meet with the
doctors at the Mississippi Valley Clinic for dedication of 40 ft. of their
frontage for frontage road purposes and I agreed with Mr. Fluegel that I
would updraw a legal description of a 40 ft. frontage road from Prairie Street
easterly to one lot west of Pine, so that all of the frontage road could be
acquired by dedication from the Meters'.
The meeting adjourned at 6:20 P.M.
