The first order of business was the presentation of the Ralphe apartment
building site plan to the study committee consisting of Siebrecht~ Nelson and
~.ir~ 3okn Davidson, Hastings City Engineer, briefed the commission on the
lviinnssota Polution Control Agency recommendation pertaining ~o the Hastings
City Dump~ /v~ore complete details v~ill be presented to the City Council by
Iv~r~ Davidsono
Since the subdivision regulations %vere not updated as yet, it vas decided to
table further discussion until the next regular meeting~
It vas suggested that the Commission recommend that the City Engineer
look into the possibility of requesting a Flood Plain Study of the Hastings
Area by the Uo S~ Corps of Engineers~ This was consequently moved by
Soleirn and seconded by t~oen. Ayes, all
A~r~ Davidson announced that representatives of the Open Space Division of
H~ Uo Do will be at the City Hall on September 26th at 1:00 PolV~ All
Commission members are urged to attend°
Mro l~elson briefed the Commission on the progress of the proposed Open
Space "Greenway" area along the Vermillion River~ This is one of the sub3ects
to be discussed at the Oc~cb.~r 2ud meet~ngo

eleven zoning districts for the City of Hastin§So Several corrections and
suggestions regarding these districts were made b~ the Cornm~ssion Further
discussion ~nd additional information will be presented at the nex~ regular
mmeting on October Z, 1968~
It was then moved by Truax. seconded by Nelson, that the bill from Hodne

MINUTES OF PLANNING COMMISSION HELD SEPTEMBER 18, 1968
The Planning Commission meeting started at 7:00 P.M., however, due to not
having a quorum, we discussed the following items:
I pointed out to the Planning Commission the report that I had made to
the City Council in relation to the City Dump conditions, suggesting
that the City acquire property to the West of the existing dump and also
acquire the access road right-of-way from Highway 316 to the dump
area through the Hospital Agricultural farm land.
I reported to the Planning Commission that the easements along Trunk
Highway 55 for the frontage road as requested at the last Planning
Commission meeting were prepared and submitted to the City Attorney
for further action.
The proposed apartment complex development submitted by Mr. Vince
Ralphe was turned over to the committee to study this complex consisting
of Councilman Leigh Nelson, Ken Truax, Arland Siebrecht.
Due to the fact that the committee had not reviewed the entire sub-division
ordinances secured from other villages and cities, this part of the new
ordinance was tabled to be discussed at the next regular Planning Commission
meeting.
Mr. Kermit Crouch of the firm, Hodne & Associates, was present to
discuss the proposed new zoning ordinance. The following items in the
review were suggested:
Under the Zoning "A" Agricultural Estate Zoning, the area
for a single dwelling should be increased to 1-I/2 acres to
conform to the new septic tank ordinance.
The "Uses by Special Permits" should have a breakdown of
specific uses which might be trap shoots and other cornmerical
recreational facilities.
It was suggested that on the R-1 Low Density Residents that
cemetaries be under a special use permit and there was also
some question about Mobile Home Parks in this R- 1 area.
This was discussed to some length and no final decisions were
reached.
Under the "G-1 - Neighborhood Commercial" we want to write
in restrictions for control, it would have to be zoned for use
by the developer as they need arises or if the conditions presents
its elf.

Under the new "F - Flood Plain Zoning", this would require
a complete information study. I mentioned to the Planning
Commission that we were having a meeting on Thursday,
September 26th, with Mr. Henderson of Housing and Urban
Development, that we would discuss, in some detail, the
flood plain area for acquisition under the Open Space Program.
It was suggested that we have a study made by the Corps of
Engineers and the resolution was passed by the Planning
Commission to recommend to the City Council a request by
the City for a Flood Plain zoning map by the Corps of
Engine e r s.
Under the "Density Proposal - Section A - One Family",
it would be less than one (1)~cre, or one dwelling for
65,340 square feet.
Under "R-Z - 3 and 4 Family", conversions, there was a
question of 19 units per acre and the 2310 square feet per
unit.
In regard to "Off Street Parking", in this density, we certainly
do not want to encourage on street parking. There was some
question as to whether four family conversions should be
permitted at ali or strictly under a special permit use. This
is to be studied by the committee.
Mr. Petersen announced that the next regular Planning Commission meeting
would be on October 2, 1968.
It was then suggested by Councilman Leigh Nelson that our fail plan for
development of this greenway should be incorporated with the new City Maintenance
Facility. The entire bond issue to be floated at one time and that the City
Maintenance Facility could be located within this greenway area, at some
location, preferrably near or related to the County Maintenance Facility out
on County State Aid Highway 47.
We completed our meeting at 10:00 P.M.
