HomeMy WebLinkAbout11/12/68CITY OF HASTINGS Office of ENGINEER MINUTE~ OF INFORMAL PLANNING COMMISSION MEETING WITH THE CONTRACTORS AND INTERESTED CITIZENS HELD ON TUESDAY, NOVEMBER 12, AT 8:00 P.M. The meeting started with a brief introduction by Skip Soleirn, outlining the brief history of the Subdivision Ordinance and the ultimate final draft which is forth- coming. We then went immediately to Section 5, Paragraph H, Financing. Mr. Soleim stated that we did not necessarily agree what Mr. Hodne had written in to the model ordinance and that we were looking to the contractors for their suggestions as to how this might be done. Several of the contractors stated their points of view in regard to the new method of financing. One of the things they wanted to know is the accounting of our accumulating bond funds and that these figures be published in the paper and given general notice since it is public concern as to how the City's financing would be handled,if the contractors paid cash, there would be no accumulated interest on improvement bonds. It was also suggested by one of the contractors that a certain figure be established per lot which could be run in the existing method of financing by assessing over ten years, some figure of approximately $3000.00 per lot. Anything over $3000.00 would then be furnished in a cash escrew account by the developer. All persons present were invited to come to the regular Planning Commission meeting Wednesday, November 13th to take part in the full Planning Commission discussion of the Subdivision Ordinance. It was further suggested by Councilman Fischer that financial check be run on each developer as they come in with a plat by Dunnand Bradstreet to further guard the City against any unfavorable condition which could be prevented as far as a developer going broke or failing financially to go ahead with a Sub-division. It was further stated that there should be no variance written into any particular paragraph since Paragraph C, Section 6 does state the condition for variances. It is too general however and should be a 60% majority of the Council in order to allow a variance from the ordinance. Another item brought up was the loop-holes in Section 6 in regard to 10-lot plats should be closed and also under "Trees", we should not allow corner planting, at least 30 ft. from the radius of the intersections. Also on driveways, turnarounds should be required on any arterial or collector streets. Under sidewalks, sidewalks should not only be on one side, but on both sides. However, the contractors have today indicated that they would rather make a cash settlement to the City in lieu Informal Plarming Commission Meeting Tuesday, November 12, 1968 Page 2. of placing sidewalks along their streets so the funds could be used for furnishing sidewalks against over existing platted areas on school routes. I distributed copies of the ordinance to people present and I did not receive back No. 5 which was given to Leo Schumacher, No. 6 to John Zeien, No. 9 to Dave Baudoin, No. 10 to Ben Sontag, No. 11 to 1{aulo Malm.
