MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD DECEMBER 5, 1968

A letter was read from Mr. John McKane regarding the Rebecca
Recreation area as per letter attached. After discussion, no action was
taken.
A letter was also read from Mr. Hodne relative to a six month extension
of our "701" Planning Program. Moved by Soleim, seconded by Siebrecht
that we request this six month extension. Ayes; all. Mr. Petersen will
forward this letter.
Mr. Willis Olson presented his plan for expansion of the north area of
his Mobile Home Park. He requested permission to proceed with his
initial plan of expansion which bad been discussed earlier and was withdrawn
because some thought it was not zoned "Industrial". Upon checking the
records, Mr. Olson initiated a rezoning in 1966 and it was acted upon
in February 1966 to rezone the W-l/2 of Lots 15 through 23.
In November 1968, Mr. Olsonmade application to the Minnesota Highway
Department for an access road from his property to Highway 61. Mr.
Chandler of the Highway Department would not approve an entrance unless
it lined up with the existing opening. This would require a frontage road.
There is a problem of drainage on this property, which the Highway
Department studied to determine actual drainage. They feel this is a
natural drainage course for approximately 900 acres. The Highway
Department legal department is determined that this has been a natural
drainage course long enough that for any interruption, it is up to the owner
to take care of this. There was some discussion as to whose responsibility
it is to solve this problem. Mr. Fluegel made a motionto have a representative
of the State Highway Department come down and explain their feelings to the
Planning Commission. Mr. Soleim seconded the motion. Ayes; all.

Mr. Davidson presented the kckerberg preliminary plat for re¥~ew. He
had asked Mr. Davidsonto revise the necessary curves on Pleasant Drive
proposing 6° degree curves because it is an arterial street designed to
allow 40 mile per hour traffic. He asked if he could get approval from
the Planning Commission this evening in order to submit it to the Council
at their next regular meeting December 16, 1968. He plans to start with
three buildings. He is also going to designate his own lot lines.
Discussion was held regarding 5% land dedication for park area which is not
now shoran on his preliminary plat. The Planning Commission would like
the park area adjacent to Westview Drive or Southview Drive.
The Commission will accept Mr. Ackerberg's preliminary plat which
should include the following:
1. Dedicate Pleasant Drive from County IKoad 47 north to
the present Pleasant Drive.
Z. Plat land in accordance with platting requirements.
3. Meet the Park Ordinance.
It was then moved by Mr. Bauer, seconded by Mr. Siebrecht that we
accept this preliminary plat. Ayes; all.
Mr. Davidson presented a plan for Jehovah's Witness Church. After
much discussion relative to not having sewer available and having to
install either a septic tank or holding tank on this property, a committee
of Siebrecht, Bauer and Moenwere appointed to study this proposed
building.
It was moved to recommend to the Council that the Commission re-appoint
Mr. Petersen and Mr. Siebrecht for a three-year term.

re: Rebecca Recreation Area
Dear ~dr. Peterson:
I request thaS the Hastings City Planning Commission consider
the following steps, and~initia~ the following
inquiries, re the Lake Rebecca area and the so-called Rebecca
Park Plan:
1. Request~ that the City Council zone all that portion of
the south shoreline of Lake Rebecca as a City Recreation
Area, and restrict~ this shoreline to any form of
industrial, commercial and/or residential development
over and above existing development, and for a distance
approximating 300 yards, ~or ~o the normal talus line of
Nin~nger Road~in the unmevezopem area.
2. Initiat~ a simple plan to promote interest in the total
lake area environment which would entail:
1. The cooperation of the City Recreation Department,
assistance from Hastings Jaycees and/or the Lion's
in developing the old Sioux Indian Trail along the
shoreline for:
1. A hiking or ~ogging trail.
2. Easier access by fishermen.
3. Scenic and aesthetic values.

(This would entail about a two-weekend project ~ith
proper planning. Erosion control log structures sh~ld be
used on selected portions of the trail to prevent erosion
and aid in proper quality control of the trail. Wood shavings
are often use~(available cheap from area lumber and/or logging
operations) for trail stability)...

would be pleased to provide expert technical advise on trysil
development...)
Obtain an estimate from the Red Wing Portable Dredging firm
on:
1. Deepning lake Rebecca to an a~erage overall depth of
10 to 15 feet, with s~ected deeper holes ranging t~
20 to 25 feet every 500 to 500 yards, and estimated
time involved.
2. Getting an estimate from the Minnesota Conservation
Department (Mr. Don Davidson, Bureau of ~gineering,
221-2119,
Note:
a. The approxi~ate cost of an outlet control
structure which, with a flap type gate,
would permit egress or outflow~ but prevent
inflow via pressure closure during high water
stage.
b. Depermining if the Department of Conservation
would provide this fisheries control structure --
providing the city and/or county deepened the
lake to preclude winter kill and restore
sport fisherie potential~
Dredging effluent could be deposited selectively
on the so-called "island" between lake and river,
or in eastern end "low spots or areas" (avoid
filling waterfowl marshes on upper end), and could
also mmm be used to create "sun side" or south-facing
sand beaches in selected sites, keeping the more
westerly end of the island proper for nature tr~ls,
youth groups nature study, et cetera.
4. Request that the aforesaid Mr. Tom Clawson, who supervises
field project services, Bureau of Planning, MCD, report to
the Commission on Land and Water Fund monies availability for
the total project and:
a. StSps the City(County) should take to qualify on the
long "priority list" for said monies (75 cents on the
dollar), and
b. What overall p~anning a~sistance for the TOTAL REBECCA
AREA (both shorelines) would be available.
Initiation of these inquires, along with contacting the Recreation
Planning Division, Corps of~Enginesrs for determination mT what
assistance this new (comparatively) Division could provide, would
sa~isf~ the Corps that the City has taken adtion of an appropriate
nature during the year 1968, as required in the long-term 99-year
lease provisos from the Corps for the recreational development of
the Rebecca Park area.
