MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD WEDNESDAY, JANUARY ZZ, 1969
Chairman Walt Petersen opened the meeting at approximately 7:30 P.M. by
welcoming the new members to the Planning Commission, who were Council-
man Don Hallberg and Councilman Ed Fischer.
The next item was a question by the Chairman to determine that everyone had
a copy of the minutes of the last meeting. Everyone present had received a
copy. There were no changes or corrections to those minutes. They were
therefore approved as submitted.
There was a question by Chairman Petersen if everyone had received a copy of
the Dakota County Planning Commission minutes. Everyone had obtained a
copy. The Engineer made some comments in regard to the Planning Commission
meeting, particularly relative to appointing a member of our Planning Commission
to act as liaison between the two planning commissions. It was suggested that a
check be made to see that there had not been a delegate appointed by the Mayor.
Also to check if this is a Mayor's appointment or if it must be confirmed by the
Council, and if so a recommendation be made to fill the vacancy by a Planning
Commission member.
The next item on the agenda was a review of the plat for Dakota Hills Second
Addition. Those present to submit the proposed plat were Mr. Don Gustafson
of Hastings Construction Company, the owner, and his engineer from Dolan
Engineering Company, Mr. Ralph Wagner. Mr. Gustafson turned the discussion
over to the Engineer. I pointed out the area of the proposed plat, that portion
of the submitted plat which would be platted in its final stage. I also added the
plat to the urban map to show how it fits into the street patterns. There was
some discussion as to the narrow lots which do not meet the proposed Zoning
Ordinance requirements, which state, all lots should be minimum 75 foot width
at the setback line. Said setback line is 25 feet into the property from the street
facing property line. It was determined that the plat for all practical purposes,
as far as street layout, was consistent with/he preliminary plat that had been
submitted originally by Mr. Norbert Conzemius. The Planning Commission then
approved the plat subject to the following conditions.
A 20 foot pedestrian walkway would have to be shown on the final
plat, 10 feet along the following lots: Z5, 24, 23, 9 and 8 in Block
8, and 10 feet adjacent thereto outside of the presently o~vned
property as shown on the preliminary plat. Also a 20 foot walkway
10 feet either side of the line between lots 23 and 24 and between
lots 7 and 8, Block 8.

These walkways were shown on the original preliminary
plat and shall be maintained for access from the cul-de-sac
to the City Park, north of proposed 14th Street, for future
use.
g. All lots shall be a minimum of 75 feet wide at the 25 ft. set
back line for each lot except those fronting on a cul-de-sac.
ThE full street width of Hillside Lane from the north line of
block 8 through 14th Street shall be a part of the final plat.
This will require acquisition of an additional 30 feet for
street purposes from Mr. Norbert Conzemius.
That 14th Street will be platted at a 66-foot width to match
Bauer's Second Addition and the final plat shall include lots
1, 2, 3, and 4 of Block 3, and lot 8, Block 4.
There was a request by Mrs. Lillian Ambrose, 525 McNamara to start a
Day Care Center in her home. The Planning Commission recommended
approval for specific use and asked that she furnish an informal petition
with the signatures of persons within 250 feet of the dwelling and it would
be reviewed by the Council for final determination at the meeting on Monday,
February 3, 1969. Subsequent to this motion, Mrs. Ambrose did furnish
the City Engineer with an informal petition which was checked in the City
Clerk's Office and found to be adequate to meet the proposed new Zoning
Ordinance requirements of signatures of 50% of those persons living within
250 ft. of the property involved.
The next item on the agenda was the Willis Olson Mobile Home Court drainage
problem at Trunk Highway 316 and Trunk Highway 61. The following recommend-
ations were made by motion:
The Engineer go on record questioning the access for safety
reasons as far as approval for an access onto Trunk Highway
316 at the location proposed by Mr. Olson.
That the Highway Department furnish us an opinion of sizing of
a closed pipe system for the 195 acres, based upon population
projection to 1980.
3. That the Planning Commission would reject the open ditch
concept in its entirety.
It is recommended that the owner undertake an engineering
study by a professional engineer to design a closed pipe
system to adequately drain the runoff through the property
in question and that such system shall be designed to drain
the 195 acres which drains to this point.

The next item on the agenda was a motion, moved and seconded to
provide minutes of the Council meeting to all Planning Commission
members.
The next regular meeting of the Planning Commission will be Wednesday,
February 5th, at which time the Planning Commission will review in
detail the proposed Zoning Ordinance. This meeting will be without the
representation of the Planner, Mr. Hodne or Mr. Crouch.
There was a motion by the Planning Commission, recommending that
the Council authorize the Engineer to initiate a Flood Plain Study for the
Vermillion and Mississippi Rivers within Hastings.
It was moved and seconded to adjourn. We completed the meeting at
approximately 10:30 P.M.
After the regular Planning Commission meeting, I discussed the meeting
I had with Mr. VanWermer of the Highway Department in connection with
the intersection of Trunk Highway 55 and 61 and llth Street, outlining the
Highway Department's proposal for extending the median strip and elimin-
ating left turn traffic into or out of llth Street. Also, there would be a
traffic signal installed at 15th Street. I explained that I had called
Mr. Gordon Anderson of the High School and was placed on their agenda
for a regular School Board Meeting on Thursday, February 13, 1969.
It was suggested by the Planning Commission that I meet privately with
the Council to discuss this proposal before the next regular meeting on
February 3, 1969 and prior to my meeting with the School Board on
February 13, 1969, which I will do.

CITY OF HASTINGS
January 22, 1969
The meeting was called to order by Chairman Petersen at 7:30
P.M. Members present: Hallberg, Soleim, Bauer, Fischer and Fluegel.
City Engineer Davidson was also present as was Donald Gustafson and Ralph
Wagner of Dolan Engineering. Mrs. Lillian Ambrose was also present.
The first item of business was a discussion of membership of the
Dakota County Planning Commission. Davidson noted that the mayor should
appoint a person to serve as the City's representative on the Planning
Commission. Hallberg stated that this would be taken up with the mayor.
The next order of business was the proposed final plat for Dakota
Hills Second Addition. Appearing on this were Donald Gustafson of Hastings
Construction and Ralph Wagner of Dolan Engineering. It was noted that
Westview Drive from 15th Street North would be al~igned to tie in with the
location of the approved access point to Highway 55. This will tie in with
Farm Street as it exists on the North side of Highway 55. It was also noted
that this tie-in may require a re-naming of Farm Street at some future time.
It was noted that the ~uI de sac~meet with the subdivision ordinance.
A question was raised with reference to the "backing out" on Westview
Drive. Engineer Davidson stated that this should not be a problem as Westview
will not be a thru stop street in this area. Engineer Davidson also stated
that he has not yet completed final storm drain plans for the area. A general
discussion of utilities in the area took place including a discussion of
utilities in adjacent properties°
It was noted that the required park area had already been dedicated
by the Conzemius family.
The next item of discussion with reference to the plat was the require-
ment for pedestrian walk ways from the ~ul de sacs to the park area. It was
also noted that the proposed zoning ordinance requires a 75 foot width, the
width being measured at the building line. It was suggested that the developer
consider eliminating a lot on either side of the Westview Drive and Hillside
Drive, and the allocation of frontage to meet the 75 foot minimum. This would
also be required on the other streets where there are several lots not meeting
the 75 foot minimum.
A discussion took place as to whether the ~ul de sacs should be joined
creating a '~" shape street. Mr. Wagner stated that he thought this was un-
desirable as it would eliminate many choice lots.

Mr. Gustafson stated that the property was acquired in reliance
o~the fact that a preliminary plat had been approved.
Reference was made to page 32 of the proposed zoning ordinance
wherein it is stated that lot widths are measured at building lines.
A representative from Dolan Engineering stated that he favored
varying frontage, including narrow and wide lots, to meet the needs for
various designed homes.
It was suggested that preliminary plats hereafter show the set
back lines. After further discussion a motion was made by Soleim, seconded
by Fischer, to approve the plat on the following conditions:
That 20 foot pedestrian walk ways be included along
the rear of Lots 25, 24, 23, 9 and 8 in Block 8; be-
tween Lots 7 and 8 in Block 8; between Lots 23 and 24
in Block 8, and that all pedestrian walk ways shall
line up with existing walk way systems. It is under-
stood that 10 feet of the 20 foot walk way along the
rear lot lines in Block 8 may be acquired from adjacent
owner s.
That the minimum 75 foot lot width at set back lines
(25 feet from front, or more) be met, except on the
~ul de sacs.
3. That an additional 30 foot width be platted in Hillside
Street to create a street of 60 foot width.
That fourteenth street be dedicated its full width,
66 feet, to Bauers second addition. A vote being
taken the same was unanimously approved.
The next item of discussion was the frontage road in Valley Manor.
The City Attorney was requested to determine whether or not this had been
dedicated.
The next item on the adgenda was the request by Mrs. Lillian
Ambrose, 525 McNamara, for permission to undertake a child day-care center
program in her home. She stated that she had contacted neighbors and they
had consented to the use. After extensive discussion a motion was made by
Fischer, seconded by Soleim to request the issuance of a permit to Mrs.
Ambrose for establishing a child day.care center at her home upon the fol-
lowing conditions:
That she submit to the City in writing consent
signed by at least 507° of all persons owning
property within 250 feet of her home, and
2. On further condition that the State approve the
same.
A motion being taken, the same was unanimously passed.
The next item for discussion was the request by Mr.Willis 01son
for permission to create a surface water-dyke system adjacent to his
trailer park in South H~stings. The history of this problem was reviewed
in detail as were letters to and £rOm the State of Minnesota Highway Depart-
ment spanning the last several years.
Whereupon a motion was duly made by Fischer, seconded by Bauer:
That we advise the State that the planning commission
seriously questions the propriety of locating the access
point at the present proposed location of the same. It
appears that this may create a safety problem.
That we request the State Highway Department to give us
their opinion on the sizing requirements for a closed
pipe system to service the 195 acre run-off area, based
on a projection for 1980.
Mr. Olson be advised that the planning commission re-
jects his proposed open ditch-dyke diversion system.
That Mr. Olson be requested to undertake an engineering
study by a licensed engineer to determined closed system
and other requirements to install a closed system to
service the area. The matter was unanimously carried.
All concurred that the City Clerk should be asked to send to each
member of the planning commission, copies of City Councils meetings so that
the members would be advised of activities by the council affecting the
planning commission.
John Davidson stated that he had met with the traffic engineer for
our district. Consideration is being given to severe changes in the Highway
61 - 55 - llth Street intersection. The State has tentatively proposed ex-
tending the center median north from its present terminous. The various
proposals and difficulties incident to this intersection were discussed. It
was noted however, that the Highway Department assured Mr. Davidson that no
changes would be made until after a signal light was installed at 15th Street.
It is understood that further information will be forthcoming under this
project.
A motion was made by Fischer, seconded by Soleim to ask the Council
to request the Corp of Engineers to make a flood plain study for the City of
Hastings.
