HomeMy WebLinkAbout02/05/69CITY OF HASTINGS O~lce of ENGINEER MINUTES OF PLANNING COMMISSION MEETING HELD WEDNESDAY, FEBRUARY 5, 1969 The meeting opened at 7:30 P.M. The minutes of the last meeting were approved as written. A motion was made by Mr. Siebrecht, seconded by Mr. Moen to accept the minutes as written. Those present at the meeting were Chairman Petersen, Mr. Siebrecht, Mr. Hallberg, Mr. Moen, Councilman Fischer, Councilman Soleim and myself, City Engineer. The following visitors were also present. Councilman Paul Gunderman, Mr. Donald Gustafson representing Hastings Construction Company, Mr. Robert Swanson, representing Swanson Plumbing and Heating, Mr. Jeff Livingston representing Livingston Ford Company. It was recommended by the Chairman that the minutes of the Planning Commission be submitted to all present at the meeting, including visitors. It was recommended by Councilman Hallberg that the minutes would also show all motions made at the meeting, including the votes in all cases. The first item of business was a request by Mr. Don Gustafson of Hastings Construction Co. to check the zoning of the one block strip west of Eddy Street, east of Spring from Trunk Highway 55 to 15th Street. Mr. Gustafson asked that consideration be given to zoning this one block strip commercial area for expansion of the Midway Shopping Center area. It was explained to Mr. Gustafson that the Zoning Ordinance we were reviewing tonight would be completed prior to any revisions to the proposed zoning ordinance map prepared by Hodne and Associates and that in regard to area zoning a more detailed study would be made later and this proposal would be considered in the overall concept map. The city engineer was requested by Mr. Ben Sontag to zone the area from midway between 3rd and 4th Street to midway between 4th and 5th Street, from Tyler to Bailey Street as Industrial II in the new zoning map. The present proposal by Hodne & Associates is to zone this area R-Z. The next item the City Engineer proposed that all of thatarea outside the area flooded in 1965 east of the CMStP&P Railroad known as East Hastings between the Mississippi River and Lake Isabelle be considered for R-3 or R-4 development rather than flood plain as shown on the proposed zoning map, prepared by Hodne & Associates. Planning Commission Meeting Wednesday, February 5, 1969 Page Z. The next item for discussion was a request by Mr. Livingston for signs to be placed at the new Livingston Ford site in South Hastings. The sign sizes were furnished the City Clerk on Monday, February 3, 1969 and were turned over to the Planning Commission, referred to Councilman Hallberg, Chairman of the sign committee of the Planning Commission. The City Engineer will furnish to Mr. Livingston and Mr. Hallberg copies of the sign ordinance as passed in 1968 by the City Council. The proposal will be reviewed by the sign committee consisting of Councilman Hallberg, Mr. Bauer, and Mr. Truax. A recommendation will be furnished to the Planning Commission at the next regular meeting February 1g, 1969 and the Planning Commission will recommend a permit to the owner at the regular meeting of the City Council meeting for action on February 17, 1969. There was a review of the proposed zoning ordinance as furnished in draft form, entitled "Proposed Zoning Ordinance, Hastings, Minnesota, Preliminary Draft, October, 1968TM. The following were recommended changes to that o rdinanc e: Page 1. Section 1-B - Purpose Correct as follows: Place a period after policies, strike the words "as stated in the proposed comprehensive plan". Add "Of the City of Hastings, Minnesota". Add the following sentence at the end of the paragraph. Change the period to a comma, adding "thereby providing for a more orderly transition from a rural to an urban or suburban environment". Page 1. Section 1-E - Geographic Jurisdiction Add "as existing or within expanded future limits". Page Z. Section 1-H - Essential Services Exemption Delete - utility poles and substations. Insert - "or other structures constructed by or for the City as part of public service features". (The legality of this paragraph is to be checked by the City Attorney). Page 3. Paragraph Z-A- gA Correct word ~tenants" to read "farm tenants" and define farm tenants under Section 7 - Definitions - Page 30. Page 3 - Section Z-A - 2B Correct this paragraph to correspond with existing ordinances for those sections dealing with septic tanks in the septic tank ordinance and those sections dealing with septic tanks in the subdivision ordinance. The City Engineer will rewrite this paragraph. Plann{ng Commission/V~eeting February 5, 1969 Page 3. ~,Page Z - Paragraph Y - Annex Territory A question was raised on the advisability of placing all land in: (a) Agricultural districts versus R-1 districts as defined. The question was not resolved. It was decided to leave the paragraph as written since the City Council would take definite action on properties annexed of a type other than agricultural districts. Page 3 - Section ZA - 3 - Uses by Special Permit There was a discussion to consider moving paragraph C and E to uses permitted. However, after some discussion it was decided to leave Paragraph C and E in the "Special Use" category~ in view of the fact that these structures should be controlled by the City Council before use is allowed for these purposes. Page 3 - Paragraph 2A - 2F and 3D, 3E and 3F These paragraphs shall all contain a paragraph stating that '~if these uses are allowed, safe roadside parking facilities shall be maintained~. Page 5 - Section 2B - 3D , Add the following to the list of uses of public service nature. professional offices, day care center, gift or craft shops". "They shall include ,Page 4 - Section ZB - gE Shall be removed from this section and placed in ZB - 3F on page 5 as a special use permit. Page 5 - Section 2B - 3C Much discussion centered around the proposal to locate mobile home courts within R-1 areas. It was suggested that this discussion be delayed until trailer zoning ordinances are received from the League of Municipalities and that a consideration could be given for special zoning for mobile home courts. Page 4 - Section ZB - ZF 4 Have attorney check on FCC Regulations for electric TV interference and see if this can be written into the zoning ordinance. Page 4 - Section 2B - gE This shall be changed to page 5 - lB - 3F.. Add the following sentence "provided ail outside storage is fenced in such a manner so as to screen the stored material from view when observed from the public street or adjoining lots". Planning Commis sion Meeting abruar„ 6, Page 5 - Section ZC - 2D This shall be deleted. Paragraph 2C - add: "professional offices, day care center, gift and craft shops". Page 5 - Paragraph 2C - 3A Change to "two family dwellings and multiple family dwellings, not to exceed 25 ft. in height" Paragraph 2C - 3B Change to read"conversion of single family dwellings to multiple family dwellings TM Page 5 - Paragraph 2C - 3C This is subject to change in compliance with mobile hom court zoning. Page 6 - Section 2D - 2C Change garages to "private garages" and define private garages as defined in the Burnsville ordinance in the definition section, section 7, page 30. Changes signs to "identifying signs" and define identifying signs under Section 7, definitions, page 30. This completed the changes considered at this meeting. A motion was made seconded, by Councilman Soleim and Hallberg to meet at 7:30 P.M. at the Library on Wednesday, February 12, 1969 for continuation of the review of the zoning ordinance. A motion was made by Councilman Soleim, seconded by Councilman Hallberg to adjourn at approximately 10:15 P.M. John Davidson, City Engineer Enclosure The following material was secured by the City Engineer and the Planning Commission was informed it was on file in the CityEngineer's Office for review: Item I. Metropolitan Council Sewerage and Water Planning Report dated November, 1968. Completed for the Metropolitan Council by Metcalf and Eddy, Inc., Engineers and Planners. Item 2. A status report from the Department of Army, Corps of Engineers in regard to the Vermillion River project for flood control on the Vermillion River. Item 3. A report from the Committee on Public Domain Subcommittee on Surplus State Instituational Lands, interim recommendations dated July 1967 through December 1968, adopted January 1969. Item 4. A copy of the Bill for an Act Relating to the Metropolitan Council, providing for a creation of a sewer service board and prescribing its duties and powers, providing for the collection, treatment and disposal of sewage in the Metropolitan area. Item 5. Item 6. A paper in explanation of the Metropolitan Council Bill. A summary dated January 30, 1969 of the Metropolitan Sewerage Plan. Item 7. The following information from the League of Municipalities. Metropolitan Section Utilities Regulation Report. Public Safety Police Training Academy Report Metropolitan Section Recreation and Open Space Committee Report A proposed Metropolitan Section Position on Government Structure at the Metropolitan Level Report. A summary of goals and legislative recommendations for a proposed metropolitan section tax program. Ail of these items were secured at the Metropolitan Section Legislative Breakfast held at 7:30 A.M., Wednesday, February 5, 1969 at the Capitol Hall, Holiday Inn. I furnished the Planning Commission a copy of the Bill for acquisition of additional industrial park area from the State Hospital farm land adjacent to the existing Industrial Park in South Hastings, together with a map of the area of proposed acquisition.
