HomeMy WebLinkAbout02/26/69(These minutes were not distributed as the meeting lacked a quorum. ) CITY OF HASTINGS HASTINGS PLANNING COMMISSION MEETING HELD WEDNESDAY, FEBRUARY 26, 1969 Those present: Planning Commission Chairman Walt Petersen, Secretary Don Fluegel and John Davidson, Councilman Fis chef and Councilman Hallberg. The Engineer reviewed the State-Aid System revisions as approved by the State-Aid Division on Tuesday, February ZSth. These changes will be brought before the City Council March 3rd for review. Because of a lack of a quorum, no recommendation could be given by the Planning Commission on these changes. However, they are in accord with previous discussions with the Planning Commission. There was a change in the resolution for request for Flood Plain Zoning information from the Corps of Engineers through the Department of Conservation. Here again, because of a lack of quorum no recornrnendation can be made by the Planning Commission, however this will be taken up at the regular Council meeting March 3rd. Chairman Petersen has been approached by Reverend Fair in regard to Haven Homes expansion. He wants to go into an apartment-type operation, a three story building to be constructed south and east from the existing Haven Homes complex, approximately in the area of the present garage facility. The garage would be removed and garage space would be incorporated in the new construction. There was some question in Reverend Fair's request in regard to building this type of facility in the present zoning. The area is presently zoned R-1. It was the opinion of the attorney that he would possibly have to have the area rezoned to R-3 in order to put up an apartment-type complex. The next item of discussion was a report by the City Engineer that the marquees along 2nd Street apparently are being constructed at different elevations. Following the meeting I discussed this with the Building Inspector, Mr. Les Matula. He stated that the reason the marquee at the Gazette was constructed as it was is that if it were constructed higher, the awning quality for shading the windows would have no affect. We have no present ordinance regulating height of marquees or signs over public sidewalks along 2nd Street. This is a point for discussion. We discussed the general outline of the TrunkHighway 61 - Trunk Highway 55 by-pass as proposed by the State Highway Department on Monday, February 24th. Three of the members present, Petersen, Hallberg and myself were at the Highway Department meeting. I explained the overall concept, told them we were being furnished an overall map of the City of Hastings and surrounding areas with the corridors of the proposed by-passes with alternate locations l~larming Commission Meeting Wednesday, February 26, 1969 Page Z. shown for discussion and possible recommendations to the State Highway Department for future planning phases of the by-pass construction. The next item brought to the attention of those present was the fact that E. 18th Street is being constructed with sidewalks on the north side only, and should be considered for sidewalks both sides in accordance with our Subdivision Ordinance wherein we require sidewalks on both sides of all new streets. This item will be brought before the Council. The estimated cost of the City's share would be $34,024. 93 with sidewalks on both sides as against $Z7, 524.93 on the north side only. It would then have to be determined how much of this cost would be assessed against the adjacent property owners for upgrading this street. We have reserved at this time only $1Z,500.00 as the City's share of this construction. We should determine if there will be an actual front foot assessment for the upgrading of the street, including concrete curb and gutter, sidewalks and drainage and that part of the surfacing outside of the center of 24 foot roadway. There was then a discussion in regard to annexation of properties, particularly south and west of Hastings affecting property owners as follows: Mr. Wallin Mr. Waiter Bauer Katherine Bauer family Mr. Sieben It was suggested however that these people not be approached until we secure information from the municipal commission and it was asked that the City Clerk have a representative from the municipal commission at our next regular planning commission meeting which will be Wednesday, March 5th.
