MINUTES OF HASTINGS pI~kNNING COMMISSION MEETING
HELD WEDNESDAY, MARCH 1Z, 1969
The meeting started at 7:30 P. M.
Those ]Present: Walt Petersen, Chairman, Secretary Don Fluegel, Clarence
Soleim, Don Hallberg, Ed Fischer, Orvin Moen, Leonard
Bauer, City Engineer John Davidson and Reporter Dick Fox
of the Radio Station was visiting. (For report of information
see Engineer).
We discussed the letter which was furnished Mr. Jack Richards, Executive
Secretary of ,the Hastings Area Chamber of Commerce in regard to economic
impact of Trunk Highway 61 - Trunk Highway 55 by-passes. The study
indicated there would be a heavy volume density of traffic on in-place Trunk
Highway 61 in spite of any by-pass construction on either Trunk Highway 55
or Trunk Highway 61. The difference of a vehicle impact was indicated for
both the East and West Trunk Highway 61 quarter by.passes. The Westerly
by-pass relieving approximately Z, 400 vehicles per day more than the Easterly
by-pass.
Mr. Kermit McKrae, the Planning Engineer of District 9 indicated that a full
economic report would be prepared for Hastings, but this would not be done
until the actual c0~klo, rs were selected. Also that sample economic studies
could be furnished the City, particularly one that was prepared for the City of
Faribault and one that was prepared for Trunk Highway 35E in Pine County,
with particular emphasis on towns of Hinckley and Pine City.
The Planning Commission continued to review the proposed zoning ordinace,
beginning ~vhere we left off at the last screening committee meeting on page 6,
paragraph E, R4 High Density Residence.
1. Intent. Delete the last sentence - "economics dictates that high density
developments must be permitted in order to attract greater
investments in land and buildings."
There is a question about this paragraph as to whether there was a necessity
for it in view of the fact that the same uses are permitted under a R4 Density
as under R3, other than the small difference in allowable land area for
building construction.
Change Page 7, paragraph F, 2 (a) correct this paragraph to read as follows:
"Commercial establishments serving the day to day retail needs of neighborhood
residents such as small grocery, laundry pick-up, barber and beauty shops,
and clinic provided no single business establishment greater than ]000 square
feet nor less than 500 square feet and no single structure shall exceed 6000
square feet in gross floor area.

Page 7, Paragraph F - 3, Delete and make it paragraph c.
"No automobile service stations, car wash, and similar auto oriented
commercial establishments shall be permitted."
Page 8, Paragraph H, 2 (f) Delete "and manufacturing". The paragraph
would then read:
"Accessory uses incidental to the foregoing principal uses such as
off-street parking and loading and unloading areas, signs, storage of
merchandise, and wholesaling, when incidental to a permitted use."
Page 10, Paragraph K, 2 (a) No change. Add paragraph (b) as follows:
"Specialized educational facilities above secondary level."

A motion was made and seconded to hold our next regular meeting on Wednesday,
April 2, 1969 at which time we will begin our review on page 14, paragraph K - Schedule
of Allowances.
