HomeMy WebLinkAbout04/02/69 ITIr 0!: I--I $TIN'G$ HASTINGS, MINNESOTA, 55033 MINUTES OF HASTINGS PLANNING COMMISSION MEETING HELD WEDNESDAY, APRIL Z, 1969 Those present: Chairman Walt Petersen, Secretary Don Fluegel, Mr. Moen, Mr. Hallberg, Mr. Siebrecht, Mr. Bauer, Mr. Soleim and City Engineer, John Davidson. Those also in Attendance: Mr. Don Gustafson and Mr. Paul Birchen, also A representative of the Radio Station, Mr. Fox, Judge C. Gegen. The minutes of March 5th was reviewed. A motion was made by Mr. Siebrecht, seconded by Mr. Bauer to accept the minutes as written. The minutes of the March 12th meeting was reviewed. A motion was made by Mr. Fluegel, seconded by Mr. Moen to accept the minutes as written. There was a motion by Mr. Moen, seconded by Mr. Siebrecht that the Planning Commission Chairman, Mr. Petersen contact the County Administrator and Planner, Mr. Bob Hansen and Mr. A1 Whittman that they would contact, in turn, the township officials in regard to a study of highway by-passes and possible annexation. Mr. Paul Birchen appeared before the Commission with a proposed site plan for relocation of the service station at Spring and Trunk Highway 55. The relocation of this station would be contingent upon the Hastings Construction Company reconstruction of the block between Eddy and Spring Street and between Trunk Highway 55 and 1gth Street. The site plan was turned over to a subcommittee headed by Mr. Moen, committee members IV~r. Siebrecht and Mr. Hallberg. It was suggested thai the City Engineer meet with the subcommittee Saturday morning, April 5th at 10:00 A.M. at the site of the relocation. Mr. Don Gustafson of Hastings Construction Company presented a site plan for the first 36 unit apartment complex on the Z-1/Z acre parcel lying east of Lyn Way and South of the Mississippi Valley Clinic and north of Bahls Drive. A motion was made by Mr. Bauer, seconded by Mr. Moen that the Planning Commission would approve the site plan subject to review by the City Engineer. The City Engineer presented the final plat of Dakota Hills Second Addition, which is complete and ready for the preparation of the eggshell for filing. It was only presented to the Planning Commission for review since the final plat has been approved., and City Council action has been taken. Planning Commis sion Minutes Wednesday, April Z, 1969 Page Judge Gegen presented an opinion in regard to the existing sign board or sign ordinance. He also suggested that the Bill be revised, and possibly incorporation of the sign bill into the zoning ordinance. The Planning Commission will take his recommendation under advisement in their review of the Zoning Ordinance. The Planning Commission continued the review of the proposed Zoning Ordinance starting on page 14, Paragraph K, Schedule of Allowances, sub-paragraph (2), rewrite the paragraph as follows: "For each parking space provided within the building, or underground, subtract 300 square feet per unit. For each parking space provided within separate garages, subtract 150 square feet per unit." Sub-paragraph (Z) is unchanged. Sub-paragraph (3), change to read as follows: "For buildings four or more stories, subtract 100 square feet per unit, for each story over the third story from the minimum lot area per each dwelling unit, up to and including 500 square feet per unit maximum." Sub-paragraph (4), change to read as follows: "If the total lot coverage of all structures is less than Z0 percent, subtract 150 square feet per unit." Sub-paragraph (5), change to read as follows: "In such case where it is necessary to raze an existing structure and where the existing structure is in a dilapidated condition, or where said building is economically unfeasible to rehabilitate, the Council may provide an allowance of two dwelling units above any other allowances required within this section." Correct the chart on page 1Z for R-3 and R 4 multiple family dwellings to read: R-3 - 3, 100 sq. ft. per unit IK-4 - 2,500 sq. ft. per unit On page 14, Paragraph 1, no change. On page 14, paragraph m, change to read as follows: "Interior side yards between C-1 Commercial structures shall be twenty feet each, however, "common wall" structures may be permitted. Page 15, Paragraph B - Glare, correct the spelling in the last line to "combustion" Planning Commission Minutes Wednesday, April 2, 1969 Page 3. Page 15, Paragraph D, Landscaping, change to read as follows: "In all but the C3 and I2 Zoning District, all developed uses shall provide a landscaped yard along all streets. Such yard shall be kept clear of all structures and storage except paved off-street parking. Such yard shall be at least eight feet in depth along all streets, measured from the street right-of-way. Except for driveways, and paved off street parking area, the yard shall extend the entire frontage of the lot and along both streets in the case of a corner lot. Page 15, Paragraph E, Drainage, strike the last sentence: "or other public facilities." Page 16, Paragraph H, Dwelling Below Ground Level, correct to read as follows: "No interior space below ground level shall be occupied for dwelling purposes unless such space is part of a structure having at least one full story above ground level with its exterior portion in a structurally finished state." Page 16, Paragraph I, Mobile Home, sub-paragraph l, add to the last sentence: "and other applicably City Ordinances." Page 16, Paragraph 3, Signs. It was recommended that the entire Sign Ordinance be amended and inserted at this location. Page 17, Paragraph K, Planned Residential Development, delete entirely sub-paragraph 2, renumber paragraph 3, 4, and 5 to read 2, 3, and 4 respectively on page 18. Page 18, Paragraph L, Space Between Buildings: The Planning Commission Chairman was to contact Hodne & Associates and have them explain the meaning of this paragraph, or the intent. Page 18, Paragraph M, Conservation of Natural Features and Amenities, sub-paragraph Z: The Planning Commission Chairman was to contact Hodne & Associates to have them explain the intent of this paragraph. Page 18, Paragraph N, Off-Street Parking Requirements, sub-paragraph 1 a., change to read: "In C-3 Districts, one off-street parking space shall be required per dwelling unit." There is a question about the entent or reasonable meaning of this paragraph in C-3 districts. Page 19, sub-paragraph 3, c., shall read as follows: "Spaces for industrialuses: within 800 feet of an entrance of the building being served." Page 19, sub-paragraph 3, d. shall read as follows: "No off-street parking spaces to be located within five feet of any street right-of-way unless paved. Page 16, Paragraph I, Mobile Homes, the City Attorney was to check the existing Mobile Home Ordinance as to compliance with the proposed sub- division ordinance and the feasibility of incorporated the Mobile Home or Trailer Court Ordinance into the Zoning Ordinance.
