HomeMy WebLinkAbout04/09/69CiTY OF HASTINGS Office of ENGINEER MINUTES OF THE SPECIAL PLANNING COMMISSION MEETING HELD WEDNESDAY, APRIL 9, 1969 Those Present: Chairman Petersen, Mr. Orvin Moen, Mr. Arland Siebrecht, Councilman Hallberg, Councilman Soleim, Councilman Fischer, and City Engineer John Davidson. The meeting was called to order at 7:30 1o.M. by the Chairman. A report was given by Mr. Orvin Moen in regard to the Paul Birchen service station relocation at the southeast corner of Trunk Highway 55 and Spring Street. The subcommittee of the Planning Commission consisting of Mr. Moen, Mr. Siebrecht, Mr. Hallberg, and accompanied by the City Engineer, made a physical inspection of the property on Saturday , April 5, 1969. After the presentation by the Committee Chairman, Mr. Moen, the Planning Commission recommended approval, with the following stipulations: That the trash screen located at the westerly end of the proposed station be a solid brick or block aesthetic desirable wall so that the trash inside cannot be seen from the streets. No junk cars shall be stored on the premises. Page Page There was a continuation of the proposed Zoning Ordinance, reviewing pages changed during the last session of the Planning Commission starting on Page 15. Page 15, Paragraph D. Landscaping. Change the paragraph to read as follows: In ail but the C3 and IZ Zoning District, all developed uses shall provide a landscaped yard along all streets. Such landscaped yard shall be kept clear of all structures and storage. Such yard shall be at least eight feet in depth along all streets, measured from the street right-of-way. Except for driveways, the yard shall extend the entire frontage of the lot and along both streets in the case of a corner lot. No more than 40% of the front yard are~% shall be devoted to parking or driveway use in a residential area. 17, Paragraph K, Planned Residential Development. Insert prior to beginning of the first sentence "A two-thirds vote of ......... " 18, Paragraph L, Space Between Buildings. Chairman Petersen received an explanation of this paragraph and the Planning Commission altered the paragraph to read as follows: In cases where several buildings, not sharing common walls, might be constructed on one lot of record excluding residential lots, the minimum space between such buildings shall be no less than Z0 feet to provide a fire access and property maintenance. Page 18, Paragraph M, subparagraph Z shall read as follows: In the development of hilly areas for residential purposes, minimum lot areas and slopes shall be determined by the City Engineer, to avoid erosion and deterioration of surrounding property. Page 18, Paragraph N, Off Street Parking Requirements. Subparagraph 1 (a) shall read as follows: In C3 District one off-street parking space per dwelling unit. Subparagraph 1 (b) One and Two Family Dwellings: 1. 5 per dwelling unit. Subparagraph 1 (c) Multiple Family Dwellings: 2 per dwelling unit. Subparagraph 1 (f) Retail trade commerce other than in C3 District: Restaurants - 1 per every 3 seats. Other Retail - 2 per every 100 square feet of retail floor space but in no case [ess than g. 0 (gross parking area) to 1. 0 (gross building floor area). This paragraph is to be checked with the conditions existing at the Midtown Shopping Center to see if this is a reasonable requirement. Page 19, Paragraph N, Subparagraph 1 (g) Retail service commerce other than in C3 District: Motels - 1 per unit. Persona[ and professional offices - 3 per every 150 square feet of office floor space. Other service commerce - To be determined by the Planning Commission dependent upon type of service. Examples: Laundromat - 1 per each Z machines; Dry Cleaners - 1 per 150 square feet of retail service space. Page 19, Paragraph N, Subparagraph 3. Location of Parking Spaces: (a) Spaces for dwellings: on the same lot as the dwelling unit in residential areas. (b) fl?here is some question as to whether this 300 feet of main entrance is reasonable and should possibly read "300 feet of an entrance ") (c) Spaces for industrial uses: within 800 feet of an entrance of the building being served. Pa~e 19, Paragraph N, Subparagraph 4, Surfacin~ and Drainage, shall read as {allows: Off-street parking areas and accessways shall be surfaced with a durable material to control dust, and shall be graded so as to dispose of all surface water. The Engineer is to check the Subdivision Ordinance and see what requirements have been placed on private streets and alley ways in apartment complex areas. Page 19, Paragraph 0, Off-Street Loading and Unloading Requirements, Subparagraph 1, shall read as follows: Minimum Number of Off-Street Loading Spaces Required: An adequate number of off-street loading spaces shall be provided for al1 structures which require the receipt and distribution of materials or merchandise by trucks or similar vehicles so as to assure unrestricted movement of both pedestrians and motor vehicles on the sidewalks and streets in Hastings. Page 21, Paragraph A, Non-conforming Buildings. sentence in each subparagraph 1, 2 and 3 to read: ............. or other Ordinances. Change the last Page 22, Paragraph B, Subparagraph 3, Abandonment, change to read: ............ discontinued for a period of one year ....... This completed the review of the Zoning Ordinance for this date. The next regular meeting will be Wednesday, April 16th at 7:30 P.M. at the Hastings Public Library. The review will start on page 23, Section VI, Administration and Enforcement. The meeting adjourned at approximately 10:15 P.M. John Davidson. Also City Engineer John Davldson The first order of business was a motion by Nioen, seconded by Siebrecht that the Commission adopt the recommendation Of the St{~dy Committee and recommend to the ~City Council that the Birchen proposal'for relocating of Leo's 66 Service Station at Z33' Wo llth Street be approved subject to the following conditions: 3. Ayes, all. The proposed trash area be screened from view and that the screening be aesthetically designed. That the presently located "junk automobiles" be removed. That all signs he checked for compliance with the present sign o rdlnance.
