Guests present: Mr. Bernard Paddock~ Mr. Dick Stoffel~ Mr. Wayne Leonard Mr° Harold 0lson~ Mr° Norbert Conzemius~ .Representative of K° Do WoA., Mr. Dick Fox and City Engineer John Davidson° The C~mmission approved the minutes of the 'last ~egular meeting of 3une 9~ 1969 as read, The next item on the agenda was a presentation of a planned unit development concept plan by Mr. Norbert Conzemius for the area immediately east of Bauer's Znd Addition, immediately west of Valley Manor Addition lscated in the northeast quarter of the southeast ,quarter of Section ZS~ Township 115~ Range 17o The presentation was made by Mr~ Conzemius~ architect, Mr° Harold OlSono The planned concept is for a density of 6 to 10 units per acre, including a convenience shopping center and one 24-unit apartment complex° Some discussion was held relative to the condominium law~ The planning Commission will secure a copy of this law through the City Attorney~ Mr~ Don Cluegelo It was recommended by the Planning Commission ~hat they be given one month in which to study the concept plan. as submitted~ ~ was also suggested that Mro Conzemius submit petitions for improvement for construction year 1970, and that if he progressed under the present zoning ordinance~ a rezoning would be required and the rezoning would be subject to requirements approvin~ only the condominium type development° fThe next item was a reques~ by Mr. Dick Stoffel to allow, as a condition for his sale oi property on West 5th Street to Mr~ Bernard Paddock~ allowance for a warehouse and appliance repair shop in an existing building presently o%vned by Mr. Dick Stoffel. Mr~ Paddock agreed that if he was allowed to use this for a warehouse and appliance repair shop, that all storage would be kept inside the warehouse° There would be no external storage involved. Following the presentation, it was recommended by the Planning Commission~ in accordance with the proposed zoning ordinance, that a Special Use l~ermit be issued subject to the following: I. That an informal petition from % of the residents within Z50 feet be submitted to the City Clerk prior to the Special Use being §ranted~ Zo That all materia! be stored inside the building. 3°The Special Use Permit would terminate upon change of ownership of the property0 A.tinutes of the Hasting:] Planning Commission l~/[e~ting held lVtonday, June ZB. 1969 Page The Planning Co~rnission reviewed the proposed Zoning Ordinance~ A review fro~l the last Plannins Coz%~mission meeting of the rewritten ordinance on Page Paragraph lq 1 and Page 100 paragraph 5,6 is to be rewritten by the Engineer for the next Planning Cornrr~ission meeting° On Page 1 1. paragraph 5o 1 1,, substitute the proposed BurnsviHe Ordinance in place of this paragraph~ It was suggested that the re-written paragraph, paragraph 5o 13 could possibly be tied into the rewritten paragraph 5.6 in the rewrite by the, Engineer° It was also pointed out by Planning Commission members that there are many intersections where site distance is restricted° Two locations pointed out were Pine and ]Forest and Cak and Forest where garbage can screen fences were obstructing view from the intersections~ The Gommission then reviewed ali of Section 6, beginning on Page 11~ n2aking no substantial changes to this section as written. Those present: Chairman Walt Petersen, Mr. Arland Siebrecht, Mr. Orvin Moen, Mr. Don Hallberg, Mr. Skip Soleim, Guests present: Mr. Bernard Paddock, Mr. Dick Stoffel, Mr. Wayne Leonard Mr. Harold Olson, Mr. Norbert Conzemius, Representative of K.D.W.A., Mr. Dick Fox and City Engineer John Davidson. The Commission approved the minutes of the last regular meeting of June 9, 1969 as read.
