MINUTES OF THE HASTINGS PLANNING COMMISSION MEETING
HELD MONDAY, JUNE 30, 1969
Those present:
Guests present:
Walter Petersen, Orvin Moen, Don Hallberg, Ken Truax,
Don Fluegel, Ed Fischer, Leonard Bauer, and Arland
Siebrecht.
John Davidson, City Engineer, and Mr. Jim Rossing.
The first item of discussion was a request by Jim Rossing asking if the Planning
Commission would consider a multiple dwelling rezoning for the A1 Rossing
property west of the Vermillion River in South Hastings. Mr. Rossing had
been in to see the City Engineer and the City Engineer explained to the Commission
the rezoning procedure that had been explained to Mr. Rossing, however, before
Mr. Jim Rossing would purchase the property from his father he wanted the
opinion of the Planning Commission for this multiple dwelling use. The property
is now unzoned which would require zoning prior to issuance of building permits.
It was by motion of Mr. Fluegel, seconded by Mr. Fischer that this be turned
over to a study committee consisting of Mr. Truax, Mr. Fischer and Mr. Bauer
for report back to the next meeting of the Planning Commission, to be held
July 14th.
The minutes of the last meeting was discussed. The Engineer pointed out there
was a change on the first page, last paragraph, subparagraph 1, which should
read 50% instead of 75%. It was also suggested by Mr. Moenthat subparagraph
3 contain the phrase "or upon change of the use as specified". The minutes
were approved as corrected.
The Planning Commission reviewed the Zoning Ordinance on Page 11, paragraph
5. 11 which was accepted as changed. (See working copy of proposed Zoning
Ordinance. )
It was suggested that a paragraph 5. 13 - Miscellaneous Equipment and Storage
Material be added. This would consist of the Burnsville Ordinance. (See Ordinance
attached. ) Change "of" in the second line to "or". Change "laundry drying"
to'hlothes lines" and strike the sentence "boats and unoccupied trailers less
than 20 feet in length are permissable if stored in the rear yard more than 10
feet distant from any property line".
Add to paragraph 5. 11 - "existing uses shall comply with this provision within
twelve months following enactment of this Ordinance".

It was then 9:00 P.M. and the City Attorney and City Engineer left the Planning
Commission to go to East 18th Street and obtain easement signatures from
Mr. and Mrs. Kenneth Niebuhr, 407 E. 18th St. We also contacted Mr. Vernon
Olesen, 419 E. 18th Street. We agreed with Mr. Olesen that we would write a
letter that his driveway would be reconstructed so his boat trailer did not drag
upon entering his driveway.
I was given a letter by Mr. Don Hallberg, Chairman of the Building and Zoning
Committee to be typed and mailed to Mr. Mike Simacek in regard to his request
for variance. (See letter attached. )
We completed our day at approximately 10:00 ?. M.

Section 7.1 (d) to be rewritten as follows: '~ landscaped yard,
not less than five (5) feet wide shall be maintained along the
exterior property lines except at driveway entrances. A box curb
not less than six (6) inches above grade shall separate the land-
scaped yard from the motor vehicle service areas, except at approved
entrances and exits."
Section 7.1(f) to be rewritten as follows: "Pump islauds shall be
located not less than thirty (30) feet inside the exterior property
lines."

Section 7.1(n) The following phrase to be inserted between the
words "property" and "and": "or inactivated by purging of all
fuel and sealed."
Sections 3.6, 3.7, 7.6, and 12 thru 21 were distributed for study and
discussion at the next meeting which will be July 14th at 7:30 P.M.
