HomeMy WebLinkAbout07/28/69MINUTES OF THE HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, JULY 28, 1969 The meeting was called to order at 7:30 P.M. at the Hastings Public Library. Those present: Skip Soleim, Ken Truax Those also in attendance: City Engineer Davidson, Mr. Norbert Conzemius, Representing Mr. Conzemius, Mr. Wayne Leonard and Mr. Harold Olson from Harry S. Johnson and Mr. Ray Nowicki. Because of a lack of a quorum, we did review with Mr. Norbert Conzemius the proposed town house development concept. The following suggested alternatives were discussed under application for a a re-zoning of this area for town houses: Under the present City ordinance there is no provision for planned residential development, however there would be in the new proposed zoning ordinance, and Mr. Conzemius would be asked to comply with the proposed ordinance. It was suggested that the pro- cedure might be that he would petition for a rezoning to R-3 for a specific use, that he would write protective covenance in the resale of the properties and that the petition for rezoning would be for a specific use, that a site plan of the proposal would accompany the petition for signatures. Mr. Conzemius stated that he would try to have the petition for rezoning back to the City for the regular Council Meeting August 4th at which time it would be referred to the Planning Commission, a hearing would be set and after three readings, the zoning would be complete for planned residential development. Mr. Conzemius was also advised that he should have a petition for utilities to service this area into the City Council prior to the 1st of October 1969 for construction in 1970. Mr. Ray Nowicki presented a comprehensive site plan to the Planning Commission, revised from the original concept presented at the last regular Planning Commission Meeting. Mr. Nowicki's address is 1867 Carol Avenue, St. Paul, 55104. He stated he would furnish the City Engineer 6 copies of the proposed concept plan for distribution to the Planning Commission members. We advised Mr. Nowicki that his project was in sub-committee of the Planning Commission for study, but because of no quorum, no action could be taken. Also because of lack of a quorum, the zoning ordinance was not reviewed at this meeting. We completed our meeting at approximately 9:00 P.M. John Davidson, City Engineer
