Fischer~ Fluegel and S0leim Also present: City Engineer 3ohn Davidson The meeting was called to order by Chairman Petersen at 7:30 P.M. The minutes of the meeting of [rune ~0~ 1969 were reviewed and approved° A brief discussion took place on the James Rossing request for utilities to his property in South Hastings° Davidson stated that the possibility of Federal funds for the river crossing was quite remote at this time because of the low priority status. He stated~ however, that if it could be combined with a request for assistance in providing.utilities to the State Hospital, that a higher priority would be received° The first area of the proposed zoning regulation discussed was area 7.4, Drive in Establishrnento It was determined that in Section 7.4o 6 there would be sub- stituted language regarding lighting as found in Section 7° 1o 5 dealing with Service Stations° Fischer suggested that the Zoning Ordinance authorize the City to effect compliance with the ordinance and obtain payment from non-complying owners or tenants. ~[ter some discussion it was determined that this would be left for incorporation in the Ordinance at a later time° ./It was next determined that in Section 7.4o 5 there would be added a sentence as found in 7o Io 4 requiring a grass strip in front of the establishment~ The question v~s posed by Truax whether it was the intent of the Planning Commission to require present establishments to alter structures, etc0 to comply with the provisions of the new Ordinance? This was left unanswered~ Next, ~R4ro Raymond Nowicki~ addressed the Commission. He stated that he had been in apartment business for eight years and that he proposed to construct ~.n apartment complex on the Heschke property in South Hastings° He said that it would be a ten year project with forty to fifty units added per year. lie also would like to include a small commercial area. He proposes a total of 447 units consisting of town houses and apartments° The structures would be located on a 36 acre tract lying south of County #47 and west of the point where the Vermillion River croSSeS Highway #47° He stated that he has an option on the 40 acres including a tract of approximately 4 acres south of Highway #47 and east of the Vermillion River crossing° lie stated that he Minutes of the Hastings Planning Commission Meeting held Monday, Jru[y 14o I949 would put in the main street or streets and deed them to the City~ but would retain title to the secondary streets. Engineer Davidson stated that he would want approximately 250 feet between the entrance and the bridge, The develop- er stated that his rent would range between $150, 00 and $Z00o 00 for apartments., and approximately $225o 00 for town houses. He stated that he has a develop- ment just outside of White Bear on Highway #61o His proposal incindes the following: Z - 8-unlt town houses; 5 - 6-unit town houses; 12 - 32~unit apart- ments; 1 - 17-unit apartment. He states that he has one year leases on all apartmentS. Two bedroom apartments would have from 800 to 850 square feet. One bedroom apartments would have from 600 to 650 square feet and the townhouses would have from 1100 to 1200 square feet consisting of two bedrooms, living room, dining room, and storage. The matter was referred to the existing committee consisting of Truax, Fischer and Bauer, The next section of the Zoning regulations considered was that dealing with sale or rental lots being 7.8, 7, 8, 6 is to be amended by adding concrete curbs and deleting the statement about portland cement or asphalt, In 7. 8, 4, delete "and shrubbery" and delete "and ptanted'k Substitute "and maintained" for "and planted"° In the second to the last sentence of 7. 1, 1 will be found a statement regarding fencing to tot lines which will be incorporated in th:is section° All sections of the Zoning Ordinance requiring landscaping are to be subject to City Engineer approval of plans for landscaping, 7o 1o 4~ add "concrete" curb and delete "box"° The same is to be done in 7, 4, 5, Fluegel next stated that he proposes to plat three lots in a parcel of land adjacent to the Yermitlion River formerly owned by Mr, Franzmeier, This was referred to the committee of Truax~ Fischer and Bauer, The meeting was adjourned at 10:30 Don Fineget, Secretary CITY OF HASTINGS Office of ENGINEER HASTINGS, MINNESOTA, 55033 MINUTES OF HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, JULY 14, 1969 Those present: Mr. Walt Petersen, Mr. Arland Siebrecht, Mr. Don Hallberg, Mr. Ken Truax, Mr. Ed Fischer, Mr. Don Fluegel and Mr. Skip Soleim. Also in attendance: Mr. John Davidson, City Engineer and Mr. Ray Nowicki The first item of review under the Zoning Ordinance was Section 7.4. Under Section 7.4 (2), change "of" in the fourth line to "or". Reletter these sections 7.4 (1), 7.4 (2), 7.4 (3), 7.4 (4), 7.4 (5)and 7.4 (6). Delete Section 7.4 {5) and insert Paragraph 7.4 (4) which shall read: "A landscaped yard not less than five (5) feet wide shall be maintained along exterior property lines, except at driveway entrances. A concrete curb not less than six (6) inches above grade shall separate the public right-of-way from the motor vehicle service areas, except at approved entrances and exits." Delete Section 7.4 (6). Insert Section 7. 1 (5) which shall read: "Exterior lighting shah not be directed upon adjacent land or the public right-of-way." The next item was to be added to Section 10. 1 and in effect shall read: "Where planting and/or fences are required under this Ordinance, the City shall have the right to plant said area and charge all costs incidental there- to to the property owner." (See Don Fluegel's notes for rewriting this section. Also whether this paragraph should be added to any other part of the proposed ordinance. ) We delayed the review of the Zoning Ordinance and asked Mr. Ray Nowicki to present his proposed layout for an apartment complex on the property west of the Vermillion River and south of County State-Aid Highway 47, all lying in the southwest quarter of Section 33, TllSN, R17W. This property is presently owned by Mr. Hesckke and is being purchased on an option agreement by Mr. Nowicki. His layout was designed for approximately 440 units, total area under option is 40 acres of which he would dedicate 4 acres north and east of the Vermillion River to the City of Hastings for a park, in conformance with the greenway proposed by Hodne and Associates along the Vermillion River Minutes of Hastings Planning Commission Meeting held Monday, July 14, 1969 Page 2. which would be upgraded under the Corps of Engineers plan for channel widening and straightening. The apartments he is proposing would rent for $150. 00 to $165.00 per month, the town houses he is proposing would rent at $Z25. 00 per month. The apartment sizes would be somewhere bet~veen 800 square feet and 850 square feet for two bedroom units, 600 square feet and 650 square feet for single bedroom units, and the townhouses would be approximately 1Z00 square foot per unit. We reviewed the concept plant. I informed Mr. Nowicki that the access road to County State-Aid Highway 47 should be more distant than 250 feet west of the bridge approach. He also stated that the roadways would be constructed through the area, a cul-de-sac at the easterly limit would be eliminated and the roadway would be extended for future extension to the east which ultimately would connect to Cannon Street near the South Corporate City Limits. The concept plan was turned over to a study committee consisting of Mr. Truax, Mr. Fischer and Mr. Bauer, to be studied along with the Rossing concept plan that was proposed at the last regular Planning Commission Meeting. This committee is to report back to the next regular Planning Commission Meeting which will be July 28, 1969. The Commission resumecitheir review of the Zoning Ordinance with Section 7.8. Change Section 7.8 (4) as follows: "A solid fence or ~vall, six (6) feet in height shall be erected and maintained along all property lines of the sight to be used for the open sales lot which abut an "R" use district." Add the following sentence to this paragraph: "Application of this provision shall not require a fence within the required front yard nor within fifteen (15) feet of any street right-of-way line. Minimum site frontage shall be 125 feet." Delete paragraph 7.8 (6) and add the following paragraph: "A landscaped yard, not less than five (5) feet wide shall be maintained along exterior property lines except at driveway entrances. A concrete curb not less than six (6) inches above grade shall separate the public right-of-way from the motor vehicle service area except at approved entrances and exits according to a plan approved by the City Engineer." We completed our meeting at approximately 10:30 P.M. The next regular meeting will be held Monday, July 28, 1969. John Davidson, City Engineer
