HELD MONDAY~ AUGUST 11~ 1969
The meeting was held at 7:30 P.M. at the Hastings Public Library.
Those present: Walter Petersen, Leonard Bauer, I{en Truax, Skip Soleim,
Arland Siebrecht, Orvin MOeno
Also present: 3ohn Davldson and Ray Nowicki
The first item was review of the 3u1¥ 14th, 1969 minutes. The minutes were
approved by Mr. Bauero seconded by Mro 1V~oeno
Next was a presentation of a revised concept plan by Mr. Ray Nowickio The
three man committee report by k/r, Fischer, Mr. Truax and Mro Bauer is as
follows; and the reaction By the Planning Commission to each suggested point
of review°
It. was suggested by the committee that the street named Vermillion
Drive would be a 66 foot right-of-way minimum and it was suggested
that it might be 80 feet if it were to be used for a thoroughfare between
County State-Aid Highway 47 and Cannon Street°
The entire ]P~anning Commission recommended that it be a 66 foot
right~of~way, that any thoroughfare would be constructed in the future
to tie into Pleasant Drive and be located somewhere south of the present
corporate limits o
It was recommended that all other streets have 60 foot right-of=ways,
It was suggested by the entire Commission that the north-south access
road be located somewhere near the center of the plat. that it be
continuous to the south tine of the subdivision and that this right-of-way
atso be 66 feet in width.
It appeared to the committee that the parking was not adequate°
Nowicki stated that there would be two parking spaces per unit°
This was approved by the Pla--lug Commission°

It was recommended that the proposed rezoning be subjecttO sewer and
water being served to the area°
It was recommended by the full Commission that Mr. Nowicki get in a
petition for improvements along with the petition for rezoning which

The committee suggested a 50 foot greenway strip on the south side of
the Vermillion I:~iver in addition to the 4 acres north and east of the
Vermillion River for a greenway or park in accordance with Hodne's
comprehensive piano
This was approved by the full Planning Commission and agreed upon
by Mr o N0wicki.
It appeared to the subcommittee that the density seemed too great for the
area~ however in checking this, the density is less than 13 units per acre.
This was approved as Being adequate by the full Planning Commission.
Mro Nowicki ~hen reviewed the areas and explained the expected rental range
of the unitsp the one bedroom units° 600 to 700 square feet would run be~veen
$135 and $145 per month; the two bedr~o~ units would.be between 850 and 1000
feet~ renting from $150 to $180 per month; and the town houses would be two
and three bedrooms~ ranging from 1000 square feet to lZ00 square feet and
would rent for $185 to $~50 per month°
He also stated the neighborhood commercial area would be something small, in
the neighborhood convenience type grocery store, the pixi-pack variety° It
~,as 'suggested by the Planning Commission. and agreed upon by IV~ro Nowicki~
that the commercial area be zoned R~3 along with the rest of the area and that
it would have to be rezoned when a definite use was determined for the area.
It was then requested of the Engineer that he furnish Mr. Nowicki a formal
petition for rezoning, a formal petition for improvements and that he furnish
Mr~ Nowicki with a Subdivision Ordinance.
I~ was moved by Mr. Truax, seconded by Mr. Siebrecht that the Planning
Commission accept the recommendations of the subcommittee report and
that they recommend approval of the site plan~ subject to the revisions as
outlined in this report to the full Council and that Mr. Nowicki can proceed
with a zoning petition at the next regular Council Meeting.
It %vas :cported by Mr. Truax on behalf of the Subcommittee, that Mr. Rossing
did not have a full comprehensive plan, that all of the same requirements would
hold for the Rossing area, subject to sewer and water being served to the area.
It was moved by Mro Truax~ seconded by Mro Siebrecht that the Planning
Commission move to accept the Rossing concept, providing he furnish the
Planning Commission with a site plan and the necessary sewer and water
petitions, or the petitions furnished by Mr. Nowicki would furnish sewer
and water to the t{ossing property.

A brief discussion was held on the Don Fluege[ property south o£ Southview
Drive. This was referred back to the subcommittee for further study,
particularly in regard to furnishing a greenway along the Vermillion River,
Mr. Soleim advised the Planning Commission that he had received a petition
for variance for a carport to be constructed at 1712 Maple Street. This
was turned over to the Building and Zoning Coramitleeo
The City Engineer briefly revi~od the modular construction that came up
at the last regular Council meeting, stating that we were proposing a meeting
with the builders to review our Uniform Building Code, and if required, we
would be upgrading it in those areas where we felt it was necessary to cover
the modular home construction.
The meeting adjourned at 10:00 P.M.
The next Planning Commission Meeting will be held Monday, August ?-5, 1969
