Those present: lvir. Ed Fischer, iV[r. Skip Solein%, 1Vlr. Don Hallberg, IV[to Arland Siebrecht, Iv~r. Leonard Bauer, and IV~r. Walt P ere rs eh. Guests present: B/ir. John Davidson The first item was a review of the Kaiser proposal for a motel along the Vermillion River, between the yermillion River and County State-Aid Highway 47. After some discussion, it was moved by IvIr. Fischer, seconded by I~4r. Hallberg that recomrnen- daf/on be made to the City Council to have lvIr. Jack IvIaxwell appraise the property presently owned by Nit. Kaiser, for poSSible acquisition by the City for park purposeS. In the general review, it was determined that the proposal would not meet setback requirements, it would not meet parking spaoe requirements, and there is some question as to whether the structure proposed cou[d be built/or the cost estimated. The next item was discussion of the Building Board Design Control outline which was /urnished with the last regular Planning Commission meeting minutes. It was moved by Councilman Hallberg, seconded by lVir. Fischer to recommend the Council pass an oralnance establishing the building board, that the Planning Commission being appointed as a bui%ding board /or building control and that the article be rewritten, changing it to fit the pla-ning Commission and the City IVianager to City Engineer. The l~lannin~ Coran~ssi0n reviewed the zoning ordinances as rewritten. There was some correct~ons to be made as follows: All of Section ~ should be a copy of I-Iodne'S proposal, page through Page 15 pertaining to building /On page 13, Section 3.7, the last sentence should read: "also the City F.~gineer must undertake regular inspections of the planning site with the full responsibility of declaring the site and operation as being safe _and not aesthetically detrtmenta_~ in view of the public general welfare, ~ On page 17, Section 5.11, add after the last sentence: "See Figure 5.11" (Copy Figure 5.11 as shown. ) Minutes of Hastings planning CommiSsion Meeting held Monday, ~¢1~tCmber Zg, 1969 Page Z. Page 34, Section 7.3.6 should read: "a sign is considered to be a structure or part of a structure for the purpose of app'-'-~tying yard and height regulations°" Section 7.3. Z3, change to read: "No sign or billboard, the area of which exceeds twenty (ZO) square feet on one side shall be erected or installed within the Corporate Limits oi the City of Hastings without first having aus~ permit granted by the City Council. The permit for birth°ards shall be issued for one (1) year, and must be renewed. Permits for all other signs are for the period of time the premises are being used for the purpose stated or as advertised thereon." ./Page 4Z, Section 7,3. Z4, add: "the fee for billboards shall be annual Att others for the ti/e of the sign." ~/ Section 7.3. Z4.4, change the last sentence to read: ,'application for a building permit" (strike electrical permit) '/ Section 7.4. 1, delete this paragraph in its entirety and move att section numbers up one number. There was a motion to adjourn and the next regular meeting was set/or Monday, October 13, 1969 at 7:30 P.M. at the PL~stings PubLic Library Meeting Room. Those present: Mr. Ed Fischer, Mr. Skip Soleim, Mr. Don !-Iallberg, Mr. Arland Siebrecht, Mr. Leonard Bauer, and 1Vir. Walt Petersen Guests present: Mr. John Davidson The first item was a review of the Kaiser proposal for a motel along the Vermillion Rive r, between the Vermillion River and County State-Aid Highway 47. After some discussion, it was moved by Mr. Fischer, seconded by Mr. Hallberg that recommendation be made to the Council to have Mr. Jack Maxwell appraise the property presently owned by Mr. Kaiser, for possible acquisition by the City for park purposes. In the general review, it was determined that the proposal would not meet setback requirements, it would not meet parking space requirements, and there is some question as to whether the structure proposed could be built for the cost estimated. The next item was discussion of the Building Board Design Control outline which was furnished with the last regular Planning Commission meeting minutes. It was moved by Councilman Hallberg, seconded by Mr. Fischer to recommend the Council pass an ordinance establishing the building board, that the Planning Commission being appointed as a building board for building control and that the article be rewritten, changing it to fit the Planning Commission and the City Manager to City Engineer. The Planning Commission reviewed the zoning ordinances as rewritten. There was some corrections to be made as follows: All of Section IX should be a copy of Hodne's proposal, page ZI through page 15 pertaining to building zoneS. On page 13, Section 3.7, the last sentence should read: "also the City Engineer must undertake regular inspections of the planning site with the full responsibility of declaring the site and operation as being safe and ncr aethestically detrimental in view of the public general we[fare."
