HELD MONDAY, NovEMBER Z4, 1969
The meeting was held at the Hastings Public Library Meeting Room at 7:30 P.M.
Those present: Mr. Walt Petersen, Chairman, Mr. Hallberg, Mr. Fluegel
Mr. Fischer, Mr. Siebrecht and Mr. Bauer.
Also present: Mr. Davidson
The motion was made by Mr. Hallberg, seconded by Mr. Fischer to approve
the minutes of the last Planning Commission Meeting.
The first item of discussion ~vas the acquisition of property from Xavier Kaiser.
It was moved by Mr. Fischer, seconded by Mr. Fluegel that no action on the
Kaiser property be taken until he complies ~vith the court order to clean up the
area as he has been instructed to do by the District Court.
It was suggested that a letter be written to Iv~r. Kaiser informing him of the
Planning Commis s ion de cision and further action will be deter red until the
cleanup work has been complied ~vith. The appraised value of the property
was made by Mr. Maxwell and was valued at approximately $18, 000. (See
copy of appraisal attached to these minutes. )
Mr. Hallberg made a recommendation that the City Clerk call a meeting of the
Design Control Board as specified in the ordinance creating this Design Control
Board.
The next item of discussion was the meeting to be held with the Townships,
Minnesota Highway Department and County Engineering Officials in regard to
T. H. 65 and Trunk Highway 61 by-passes. This meeting should be set up
for early in January.
Mr. A1 Whitman, County Planner has resigned his position as of the first of
December, 1969.
It was a unanimoUS decision to maintain Monday night as the meeting night
for the Planning Commission.
The Zoning Ordinance ~vas reviewed. It was determined that item ?. 8 should
be considered further by the Planning Commission before changes are made to
this section.

The next section reviewed was Section 7. Z - General Requirements and
Performance Standards for Mobile Home Parks and Camping l~arks
--Page 28 - Section 7.2.Z - Location Change I-1 to C-3
The last sentence change - "a fence wall or hedge shall be provided
along such boundary", to conform with the wording under Section 7. 1. 5.
Section 7. Z. 3
Add to the end of the sentence '~ .... as adopted by the City of Hastings".

Add under Section Z.Z.6Z - define Mobile Home Park

Delete the word "A" and add "Sanitary and Storm Sewage Systems

"in accordance with the Subdivision Ordinance and place a period
after City Engineer."

In the last sentence, change the word platted to "Planted" and add

Delete the last sentence reading: "The foregoing may be varied
if considered reasonable in any given instance, if recommended
by the Planning Commission and approved by the Council."

At the beginning of the paragraph add: "adequate" and it shall
read:
"Adequate common laundry facilities ............
Delete the last sentence reading: "The drying yards shall be of such
size as to afford twenty-five (Z5) square feet per unit with rotated use.

Correct the spelling of the word "erected".
Rewrite the second paragraph in regard to skirting to indicate that
the skirting shall be required and shall be continuous about the
underside of the trailer and not just over the wheels and running gear.
Also add a section on Licenses and Fees to the License and Fee Section
in regard to Mobile Home Parks.

Delete in the last sentence: "at all times".

In the first sentence, strike the word "for".
The last item on the agenda was to discuss the Don Fluegel property adjacent
to Southview Drive and the end of Louis Lane. Approval was granted by the
Planning Commission to recommend to the Council that the concept plan be
approved, subject to preparation of a preliminary plat.
We ended our review on Page 34, Section 7.3 - General Requirements and
Performance Standards for Signs. Our next meeting is scheduled for Monday,
December 8, 1969 to begin at that point.
It was moved to adjourn and the meeting was completed at approximately
10:30 P. M.

MINUTES OF PLANNING COMMISSION MEETING
November 24, 1969
M~MBERS PRESENT: Petersen, Bauer, Hallberg, Siebrecht, Fischer, Fluegel
City Engineer, John Davidson was also present.
The first item of discussion was the Kaiser property. The City
Engineer stated that the City appraiser had placed the following valua-
tions on the property: land - $9,000.00, structure and improvements -
$3,000.00 and relocating expenses - $6,000.00 for a total of $18,000.00.
Kaiser wants a permit to build a motel on this property which is apprOX-
imately five acres in area. The question was raised as to whether he has
been complying with the Court order regarding cleaning up his property.
It was concluded that he had not. WhereupOn a motion was made by Fischer,
seconded by Fluegel that a permit not be issued until Kaiser has complied
with the court order which has been in existence for several years.
The next item of discussion was the proposed meeting with the
County, Townships, Highway Department Representatives, etc., regarding
the location of the Highway #55 bypass. Because of the busy schedules
in the months of December, it was decided that the meeting should be held
in January of 1970.
The next item was the zoning ordinance review:
With reference to Section 7.8, Open Sales and Rental Lots, the
matter was again passed for further consideration-
7.2 Mobile Home Parks.
7.2°2 Delete 1-2 zone and insert C-3 zone after C-2 zone. Fencing
requirements will be the same as those required by 7.7.15.
7.2.3 Delete the word City before Uniform Building Code and after
Uniform Building Code add: '~s adopted by the City".
7°2.8 should read as follows: there shall not be less than five
feet between a mobile home or appurtenance thereto and any side line of a
plot.
7.2.11 delete second sentence starting with: the areas.
7.2.12 delete after City Engineer in last sentence.
7.2.13 at end of paragraph add: "in accordance with 7.2.2".
7.2.15 change 150 to 120.
