than automobiles should be stored in buildings. Sates tots selling only used
merchandise shall get an annual license and pay a fee as set by CoUnCil, the
theory being that since there are no structures of substance on the property,
the real estate ta=c revenue would not adequately cover the cost of services to
the facility. It was also felt that used car and merchandise lots should be by
Special Use Permit only.

CITY OF HASTINGS
MINUTES OF HASTINGS PLANNING COMMISSION MEETING
HELD MONDAY, DECEMBER 8, 1969
The meeting convened at 7:30 P.M. in the Hastings Public Library Meeting
Room.
Those present: Walt Petersen, Orvin Moen, Skip Soleim, Don Fluegel
and Ed Fischer.
Non-members present: Wallace Erickson, John Davidson and Richard Funk
Prior to reaching a quorum, we discussed the Richard Funk request to zone
the King Midas Addition from unzoned to R-3, Multiple Dwelling Use. He has
approximately 10 acres of property in the general area east of 18th Street,
between the CMStP&P Railroad spur track and the Vermillion River. It was
moved By Mr. Fluegel, seconded by Mr. Soleim recommending referral to
a committee to be appointed by the Chairman of the planning Commission.
The following committee is to study the proposed R-3 zoning:
Mr. Orvin Moen- Chairman
Mr. Ed Fischer
They are to report back at the next regular planning Commission Meeting to be
held January 1Z, 1969.
The next item on the agenda was the swearing in of the Building Board Design
Control by the City CIerk for those members of the Planning Commission who
were present.
The next item was the acceptance of the minutes of the last regular meeting
of November Z4, 1969.
A rewrite of the Zoning Ordinance as discussed at the last regular meeting was
prepared and submitted by Chairman Petersen for review.
It was moved by Mr. Fluegel, seconded by Mr. Fischer recommending renom-
ination of Mr. Orvin Moen and Mr. Leonard Bauer to the Planning Commission
for another term. Motion was unanimously passed.
The Planning Commission will make recommendation to the City Council at
the next regular meeting upon the above motion.

It was moved and seconded that Mr. Walt Petersen continue as chairman of the
Planning Commis s ion and unanimous ly pas s ed.
It was moved and seconded that Mr. Pluegel would continue as Secretary of the
Planning Commission. The motion unanimously carried.
There was a continued review of the Zoning Ordinance starting with the re-write
of the changes of the last meeting.
The first change was in item 7. Z. 5
Strike the phrase in the last sentence, "for a period of three (3) years
and insert the following: "Owners of parks in non-compliance shall
submit replats of areas to comply with this ordinance. Said replat
shall be submitted within the license fee period of 197Z."
Section 7.2.37. 1, paragraph (e)
In the last sentence, put a period after 1'application", strike the word "and"
and capitalize "U", reading: "Upon completion of the park, according to
the plans, the City Clerk shall issue the license."
Section 7. Z. 38
The first sentence shall read:

Rewritten is the same as Section 3.6 of the draft of the Zoning Ordinance,
under paragraph (a), the underlined sentence shall read: "any new
stable or building added to the existing farm operation in which farm
animals are to be kept" and strike the words "which may be objectionable
to adjacent property owners".
(b) Begin the sentence: "Upon issuance of a special use permit, limited
sales of products , · ..... " Strike out the lined out part of the paragraph
reading: "but such stand shall not exceed twelve (1Z) feet in height or five
hundred (500) square feet in floor area, and no portion of any such stand
shall be located or erected nearer than fifty (50) feet from any street line."
Section 15
Prepare a copy of the protective covenants for the Owatonna Industrial Park
and submit these to Mr. Walt Petersen for review. (These are in the Industrial
Park file. )
Section 7.8 - Open Sale or Rental Lots
It was suggested that Councilman Fischer would rewrite this paragraph
in its entirety and suggested that the following be included in the rewrite:
