The Planning Commission of the City of Hastings, Minnesota met in a regular
meeting on Monday, July 10, 2023 at 7:00 p.m. in the Hastings City Council
Chambers.
1. Call Meeting to Order
Regular meeting called to order at 7:00PM by Chair Messina
Planning Commissioners Present: Messina, LeBrun, Teiken, Halberg & Peters
Planning Commissioners Absent: McGrath
Staff Present:

City Planner, Justin Fortney
2. Approval of Minutes – June 2023 Regular Meeting
Approved as presented.
PUBLIC HEARINGS
1. Special Use Permit 2023-26, Neighborhood Commercial Event Space
located at 315 Pine Street – Presented by City Planner, Justin Fortney
• Applicant intends to rebuild building destroyed by fire with an event space
on the first floor, vacation rental on the second floor and main owner living
space on the third floor
• Public hearing to determine if allowed use would cause any adverse
changes to the character of the neighborhood
• Lot is just over 0.5 acre and is located on two collector roads of 4th Street W
and Pine Street
• Staff has proposed basic restrictions on operation to fall under the City’s
Nuisance Ordinance
• Notice published in the newspaper and sent to property owners within 350
feet of 315 Pine St, whereas no comments have been received at this time
• Staff recommends approval of the request subject to the conditions in the
staff report and owner present for any questions
Chair Messina opened the Public Hearing at 7:05PM
• Eric Thraen, 651 3rd Street W
o Mentioned variance granted 2 years ago for multi-unit dwelling, which
he was in support of
o Challenges the idea that 16 parking spaces would fit on the property
o No parking or traffic study has been completed
o Recommends that this second variance be rejected
Chair Messina closed the Public Hearing at 7:08PM and opened the floor for
questions and discussion from the commission
Commissioner Peters questions parking, specifically the parking equation for staff
parking considering it is an event facility
• City Planner Fortney replies that the maximum occupancy is 25 parking
spots
Commissioner Teiken questions how 16 was determined as the number of parking
spots
• City Planner Fortney explains the garage could fit 8 and the paved area
outside that could fit about 8 cars, whereas offstreet parking at an alternate
location and a shuttle could be an option as well
Chair Messina asks about the proposed use compared to previous use
• Planner Fortney clarifies with consultation from owner that 4 cars could fit in
the garage and the spots would have to be measured and dimensioned out
or find an alternative
• Owner states how 13 parking spots is the minimum and how 14 could be
parked without changing anything on the site
• Mr. Thraen states he is the backyard neighbor of this property and
challenges parking projections, valet services would be needed or cars
would be blocked
Commissioner Teiken asks if this can be reviewed at a following date to clarify
questions of parking.
Commissioner Teiken motions to table this discussion for special use permit
request until more thorough plans for parking and the event center can be
presented
• Commissioner Halberg seconds, no further discussion and all in favor
Director Hinzman states that this will be revisited in two weeks at the next Planning
Commission meeting on July 24th
2. Rebound Group, Minor Subdivision 2023-23, 1450 4th Street West –
Presented by City Planner, Justin Fortney
• Proposal for Shepard of the Valley Church lot to be split so that another
party can purchase the eastern side of the lot and begin development of a
15-unit townhome subdivision
• Another public hearing would be required to review the specific proposal of
the subdivision
• Zoning and Comp Plan support this density proposal
• Shepard of the Valley Church on western side with two parking lots, need for
37 parking spaces based on seating capacity of 110
o Potential to add on to parking lot at southwestern side of lot
• Shows survey and subdivision of property

Chair Messina opened the floor for any questions or comments
• Commissioner Teiken asks for clarification regarding zoning, subdivision
and site plan request
• City Planner Fortney responds that this is taking a large property and
splitting it in half so half can be sold
• Commissioner Halberg asks if the church will lose more parking on the
upper lot to accommodate easements and setbacks
• Director Hinzman states that plans for the townhome layout and structure
should be addressed at a later date when the developer can confirm those,
whereas this public hearing is to address the division of the lot and plans for
the planned townhomes are not finalized
Commissioner Lebrun motions to approve as presented, Commissioner Peters
seconds, no further discussion. Motion passes 5-0. City Council will review on July
17th.
3. Richard Ries Preliminary and Final Plat, 2023-18 - Ries Addition at
Glendale Road and Spiral Boulevard – Presented by Community
Development Director, John Hinzman
• Proposal for a single lot to be subdivided into two plats
• Split the property into two roughly 10 acre lots
• Zoned agriculture and not within urban service area
• Townhome development to the west, elevated about 100 feet from lot of
interest
• Previous use as gravel mining, desire to use as single family rural
residential
• Some stormwater drainage concerns from two adjacent property owners
• Taken to Dakota County Plat commission for recommendation of right of
way
• $2,200 owed to the City for Park Dedication, as this plat approval would
create a new lot
Chair Messina opens the public hearing at 7:35 PM
Scott Durand - 2751 Glendale Road
• Heavy snowpack leads to flooding occasionally, water flows to the northeast
• Wants to make sure that the culverts sized appropriately and proper
precautions are taken
Alex Schield – 2533 Rushmore Road
• Questions if it will be single family developments on the two lots
• Also asks for height limits
• Director Hinzman clarifies that it will be 2 single family lots and that the height
restriction would not be higher than 35 feet
Barry Childs – 2443 Rushmore Road
• Questions if this site will be used for business or if it will be
homestead/residential
• Currently lots of activity and noise
• Desire for tranquility
Director Hinzman clarifies that further subdivision would be necessary for multiple
family development, which is not allowed in the current zoning of agriculture. More
types of agriculture related uses are allowed.
Mr. Schield questions if the 10 acre lots could go rural and have their own septic and
well. Director Hinzman confirms that is possible.
Chair Messina closes the public hearing at 7:41 PM
Chair Messina notes that melting snow has caused extreme flooding. Commissioner
Teiken asks for clarification on further subdivision for development. Director Hinzman
shares that storm water and other infrastructure could be added down the road with a
cost. This area has not been considered for urban development, only agricultural 10
acre at this time.
Commissioner Halberg motions to approve, Commissioner Teiken seconds, no
further discussion and all in favor.
Director Hinzman shares that this will appear at City Council on July 17th

3. Other Business
Not applicable for this meeting, other than Director Hinzman sharing that the next
Planning Commission meeting will take place on July 24th.
4. Adjourn
Commissioner Teiken motioned to adjourn the meeting at 7:44 PM. Commissioner
Halberg seconded.
