HomeMy WebLinkAboutHEDRA Minutes - 06-15-2023HEDRA HASTINGS ECONOMIC DEVELOPMENT and REDEVELOPMENT AUTHORITY The Hastings Economic Development and Redevelopment Authority of the City of Hastings, Minnesota met in a regular meeting on Thursday, June 15, 2023, at 6:00 p.m. at Hastings City Hall. HEDRA Commissioners Present: Johnson, Anderson, Horsch and Carter and Pemble HEDRA Commissioners Absent: Fox, Goblirsch Staff Present: Community Development Director John Hinzman & Economic Development Coordinator Alex Menke I. Quorum A quorum was established, and the meeting was called to order by President Horsch at 6:00 PM with five members present. II. Minutes Minutes approved as presented III. Bills Bills approved as presented IV. Business A. Resolution 2023-07 – Authorizing individuals as Bank Signatures • Modification to substitute Alex Menke as Secretary of HEDRA • Commissioner Anderson, seconded by Commissioner Carter. Resolution passes. B. Sale of Property – 3000 Lightbourn Court Hinzman provided a summary of the request of Gregg Lowe to purchase a one-acre property located at 3000 Lightbourn Court to construct a 6,000 s.f. building to house an automobile repair facility $2.15/sq. ft. at 1 acre in the Hastings Industrial Park is $93, 654 for 3000 Lightbourn Court. Chair Horsch opened a Public Hearing at 6:10 PM Chair Horsch closed the Public Hearing at 6:11 PM Commissioners discussed their preference for leasing additional space within the building for other businesses (instead of storage) and to limit the number of items stored outside. Mr. Lowe shared his plans to lease out 2400 square feet of the building for other purposes. Commissioners were supportive of the sale. Motion by Commissioner Johnson, seconded by Commissioner Anderson. V. Reports and Information A. Annual Report of Community Development & Economic Development Activities through HEDRA Hinzman provided a summary of the report noting growth of apartment and assisted living complexes. Target left and Fleet Farm replaced building. Housing permits on the rise, lots still available. Success with Façade Improvement Grant and success with Open to Business program. Hastings Theatre sold to Meridian Real Estate Holdings LLC, still unknown what future plans are Green Mill closing in Schoolhouse Square. KFC is under construction. Commissioners are pleased with annual report and efforts to expand apartments and economic development. II. Adjourn A. Commissioner Anderson made a motion to adjourn the meeting at 6:25 p.m., seconded by Commissioner Carter. Motion passed 5-0. Meeting adjourned.
