HomeMy WebLinkAbout02/11/74MINUTES OF HASTINGS PLANNING COMMISSION MEETING HELD MONDAY, FEBRUARY 11, 1974 Members Present: Mrs. Linde, Mr. Jensen, Mr. Soleim, Mr. Tanner, Mr. Kramer, Mr. Hirchert, Mr. Hallberg, Jr. Member, Mr. Schumacher Minutes of January 28, 1974 approved. Twin City Tech request for re-zoning. Mr. Jensens committee reported that its study indicated that a possible solution might be an application for a special use permit rather than re-zoning. The City Attorney has been asked for his opinion on this approach. The Commission wants to encourage this industry to remain in Hastings but is reluctant to re-zone to Industrial because the next use might not be appropriate as a neighbor to a C-1 zone. Motion by Mr. Hallberg seconded by Mr. Jensen that Mr. Jensens committee report directly to City Council on their findings in order to speed up a solution. Ayes (3) Mr. Hallberg, Mr. Jensen, Mrs. Linde Nayes(4) Mr. Hirchert, Mr. Kramer, Mr. Tanner, Mr. Soleim Mr. Hallberg suggests that Twin City Tech make a formal request for a special use permit. Request for variance at 1902 Manor Lane to allow construction of an 11 foot addition to garage. Zoning ordinance requires 15 foot setback, plan would leave 6 foot setback. Referred to Mrs. Stoffel committee Chairman Linde established the following study committees: (Chairman underlined) Mr. Hitcher/, Mr. Soleim, Mr. Kramer. Mr. Tanner, Mrs. Linde, Mr. Hallberg. Mrs. Stoffel, Mr. Trautmann, Mr. Jensen, Mr. Schumacher. Chairman Linde requests that all study committee reports be submitted in writing. Motion by Mr. Kramer seconded by Mr. Hirchert that Chairman contact School Board for appointments of additional Junior Member s. All ayes. 4. Dennis Pellant of Chamber of Commerce appeared to present a plan for re-construction of a downtown parking lot. Paul Reuter appeared to oppose Chamber plan and suggest alternative of using HRA or similar authority to condemn old buildings and encourage re-construction of downtown area. 10. 11. 12. Calvary Baptist Church request for special use permit to allow a Day Care Centerat 15th and Pine Street in church building. Mr. Soleims committee recommends approval of special use permit after its study of effects on traffic, etc. (report attached) Motion by Mr. Soleim, seconded by Mr. Kramer to approve special use p e rmit. All ayes. Jack Anderson sign study - No report from Mr. Trautmarms committee. 1ZthStreet between Highway 61 and Eddy Street referred to Mrs. Sto£fels committee. Our Saviours Lutheran Church request for variance to allow construction of classroom addition. Referred to Mr. Tanners committee. Request for variance at 1005 E. 2nd Street (Prano property) to allow reconstruction of its sewer and water system referred to Mr. Hircherts c ommitt e e. A1 Sieben annexation petition - No report from Mrs. Stoffels committee. Marshan Township has sent a copy of their resolution referring to their Planning Commission for study. Mr. Hallberg reports that he and Mr. Soleim met with representatives of Marshan relative to annexation and the highway by pass at which time many questions were asked and few answers provided. Continuing contacts on these subjects will be made through the Ad Hoc Planning Committee. Motion by Mr. Kramer seconded by Mr. Tanner to recommend to City Council that the City fund a study on where and how the City should grow relative to population and annexation of land. All ayes. Jim Rossing request for variance to allow construction of a sign at his Paint Store at 1720 Vermillion referred to Mr. Tanners committee. David Tanner, Secretary Hastings Planning Commission COMMITTEE REPORT Re: Request by Reverend Fair for Day Care Center. The study committee after review and inspection of classrooms does hereby recommend to the City Council that a special use permit be granted to Calvary Baptist Church for a Day Care Center.
