Public Safety Advisory Commission Meeting Minutes
Present: Commissioners: Dolores Pemble, Vicki Baukol, Andrew Caflisch, Gary Stevens, John Gunter and
Theresa Auge`
City Staff: Chiefs Dave Wilske and John Townsend
Guest: Officer Whitney Rinowski
Chair Pemble called the meeting to order at 6:27 pm.
1. A motion made by Commissioner Baukol and seconded by Commissioner Caflisch to approve
the edited agenda. Motion passed unanimously.
2. A motion made by Commissioner Baukol and seconded by Commissioner Gunter to approve the
April 20, 2023, minutes. Motion passed unanimously.
Our meeting was tabled at 6:38 pm.
Introductions: Rachel Keeler; Training Director from the Dakota County 911 Center was introduced. A
tour of the facility followed. Commissioners were able to ask questions and see staff in action. Very
impressive facility. Our regular meeting followed.
The meeting resumed at 7:35 pm
Police Update:
• This week was Police Week and it was busy.
Monday officers were at the Capital along with members of Albert Jacobson’s family were
present. Officer Jacobson died in the line of duty.
Tuesday was Police Week Open House and Sound the Siren winner was announced. Sheriff Leko
was the lucky recipient of the pie in the face.
Friday is Cop on a Rooftop with proceeds going to Special Olympics.
• Two full time police officer candidates are going through background checks.
• Sean Glancy has been hired as the Community Service Officer. He will be part-time. He will
primarily work nights as he attends Skills during the day.
• June 5th, the City Council meeting will have the Swearing in for newly hired Officer Karter Gorney
and CSO Glancy. PSAC members are asked to serve cake following.
Question posed: How are the scooters going? Response: there have been no issues so far.
Fire Update:
• Full time hiring process continues with second interviews completed. Offers are dependent on
conditional hiring.
• Paid On Call hiring will resume. Current staff are at various levels of training.
• May 30 at 7:00 pm will be a badge ceremony at the Fire Station.
• The department has just completed a work session with the City Council. Discussion will
continue on two topics: growing space needs and community expectations on fire and EMS
response.
Old Business:
• Police Week:
Officer Rinowski asked for feedback. Comments included: great tasting hotdogs, need more
publicity, possibly use “Peach Jar” electronic flyers for elementary families. The event could use
more coolers to keep water cold.
• City Council Memo: 30.07
Chief Wilske provided a copy of the edited ordinance referencing a “youth member”. To change
the language, removing the requirements of a youth member as part of the PSAC requires two
readings by the City Council. The first reading occurred on May 15, 2023, without any comment.
It is expected to pass the City Council.
• National Night Out:
Officer Rinowski walked us through the remaining details of NNO. Remaining tasks were
assigned. The group will continue to refine the details.
New Business:
• Identification of the PSAC.
Discussion on attire (shirts)was held. Desire for a polo type style shirt with moisture wicking
would be ideal. Chief Wilske will investigate some options. Members should all have name tags
with lanyards.

June 15, 2023.

A motion was made by Commissioner Caflisch and seconded by Commissioner Baukol. The meeting was
adjourned at 8:18 pm.
