HomeMy WebLinkAbout03/25/74MINUTES OF THE HASTINGS PLANNING COMMISSION MEETING MEETING HELD MONDAY, MARCH 25, 1974 Members Present: Linde, Kramer, Jensen, Stoffel, Tanner, Trautmann, Hallberg. Minutes of the March 11, 1974 meeting approved. Northwestern National Bank request for variance for weatherball sign: Stoffel committee reports that the bank has withdrawn its request and the Building Inspector reported that he is~ prepared to issue a building permit for a sign which conforms with the zoning ordinance. Prano Property: Hirchert Committee has no report. Lauren Heselton request for permit to place a mobile home within the City limits. Referred to Tanner committee. Home Occupations Ordinance Revision: Mr. Kramer suggests that the City attorney attend our next meeting to review his original propo- sal in light of the commission's suggestions. It is also suggested that a more definitive draft ordinance be submitted for study. Barbed wire fences: Mr. Kramer suggests that Chapter 10, Subdivision 6, be amended to permit barbed wire, etc. fences in agricultural and industrial zones, as a matter of right and that they be permitted in commercial zones with permission of the council and that they not be permitted in any other zones. Mr. Kramer will prepare a final draft of a proposed ordinance to be submitted at the next meeting. Jack Anderson Sign Study: Stoffel committee reports that 12th Street between Vermillion and Eddy, needs curbs to define the edge of the street. Motion Jensen, Second Trautmann to adopt the committee report and recommend curbing as in attached report. All Ayes. Jensen and Reuter Variance requests for sewer and water: It is the understanding of the commission that the matter has been referred to the council and that it was resolved by the council at a meeting on or about November 19, 1973, the clerks file should be reviewed and the results of any action taken by the council should be forwarded to Mr. Jensen and Mr. Reuter and copies sent to the Planning Com- mission for our information. Tanner, Secretary Hastings Planning Commission SUB COMMIT TItlE RE: Jack Anderson Sign Study We both individually and as a joint committee have viewed the attached study o£ the proposed solution for the portion of 12th Street between Eddy amd Vermillion Street (TH 61). We hope this will be approved and implemented as Mr. Anderson has recommended. We feel £urther that it is a simple solution to a complexing problem and our tra£fic is not going to lessen in that area. We, on the committee, would l~ke this to be expedited as soon as could be possible. If th~s plan is not feasible due to engineering studies then so~e other suitable plan, with ~he City Engineer, be acted upon as soon as possible. Fred T rautmann 1K~chard C. I have taken some pictures which I will send as soon as they are developed. The pictures illustrate the percieved problems as viewed from various approaches to the area. The survey was made with the measuring device on my car, so some latitude must be used in the interpretation. For example, the street widths may be a few feet off, and the location of buildings too, but they are close enough to make decisions on whether curb should or should not be constructed. 'When those decis,ions are made, more accurate survey data should be acquired and plans dpawn up so that actual parking stalls can be delin- eated. After that is done, the plan should be bounced off the owners for their reaction and to determine which elements are ~'cceptabl ex f~rom their vi ewpoi nt. As of this point I have about 5 hours charged to this investigation plus some charge for film and mileage. There is enough information now to make decisions and as I have stressed before there is little need to produce a polished report. This is the style that I prefer to work with, and it costs the client less. Hopefully, we are in agreement on this. I will send t~e pictures along when they are de~eloped, in the meantime I will not do any more on this unless you request it. .If necessary better graphics can be ~)r~red on a l~J~.qer scale · for presentation.
