Junior Member: Schumacher Minutes of the March 25, 1974 meeting approved. Motion Hallberg, Second Soleim that the Dakota County Board of Commissioners delay action on the proposed Dakota County "Plat Approval Ordinance" until the Planning Commission and the City Council, City of Hastings have time to study the provisions of the Ordinances. Possibly the action could be delayed until the first meeting in the month of August. Ail Ayes. Lauren Heselton mobile home request continued to next meeting at request of Mrs. Heselton. Barbed wire fence Ordinance; Motion Kramer Second Stoffel to re- commend to council passage of ordinance amendment. (Copy attached). Section 10.05 Subdivision 6. All Ayes. Wayne Walk request for permit to build fireplace at 1358 West 18th St. This is an R-1 Zone. The side yard set back would require a variance. Referred to Stoffel Committee. Natural Resources Commission is to study the impact of an Easterly Highway by-pass. Home Occupations:City Attorney Don Fluegel discussed Home Occupations with the Commission. No conclusions were reached, however, it appears that the Home Occupations Section should be revised regard- ing the definition of Home Occupations and also regarding the limits of its applicability. Mr. Fluegel will try to draft a revision for review by the Commission. David E. Subdivision 6, ~lences and ¥~alls or i~edg~es. a) Allowed~ but shall not obstruct view. ~otwithstanding other provisio~s of this Chapter, fences, walls and hedges are permitted in any yard, including a required yarO, or along the edge of any yard, provided that no fence, wall or hedge along the side or front edge of any front yard shall be over thirty in- ches in height where the fence, wall, or hedge would obstruct the view from a driveway or street. Hazardous fences and walls. Hazardous fences and walls such as barbed wire, electric fences, chain link with barbs exposed, and walls with protruding sharp edges thereof, and other fences and walls designed for, or likely to cause harm to persons are declared hazardous and are prohibited in the city, except as follows: conventional barbed wire fences with barbs exposed are allowed with permission of the City Council by simple resolution in co~mercially zoned areas, and are allowed without permission of the City Council in Industrial and Agriculturally zoned areas.
