MEETING HELD MONDAY, JUNE 10, 1974
Members Present: Stoffel, Linde, Trautmann, Jensen, Soliem, Tanner,
Hirchert, Kramer, Hallberg.
Junior Member: Schumacher
Rauenhorst Shopping Center, Hwy. 55 & Pleasant Drive.
Tanner Committee report (copy attached) recommends approval of the
proposed plan subject to variations agreed upon by Rauenhorst Corp-
oration and their letter to David E. Tanner of May 24, 1974 (copy
attached). Messrs. Baird, Gray, Otto, Brecken and Anderson, all res-
idents of the area immediately South of the proposed center spoke
in opposition to any exit from the shopping center on to 13th Street.
Motion Tanner, second Trautmann to accept the plan as proposed and as
altered per the Tanner Committee Report including a definition of the
berm and landscape plan (copy attached) except that the 13th Street
exit should be eliminated. However, a temporary opening on 13th Street
should be allowed until two Westview Drive curb cuts are in use or until
January 1, 1978, whichever occurs first. Furthermore, the City should
retain the right to close the 13th Street exit and require the Rauenhorst
Corporation or the then owner of the property to landscape the former
exit.
All ayes.
Paul Swanstrom request for special use permit. Tanner Committee rec-
ommends approval inasmuch as the zoning ordinance seems to be complied
with entirely. Motion Tanner, second Soleim to adopt the Tanner Com-
mittee and recommend issuance of a special use permit.
Ail ayes.
James Bezoski request for special use permit for a small motor repair
business at 718 West 3rd Street. Hirchert Committee reports that this
is an R-2 zone and therefore a special use permit for a business use is
not allowed. Furthermore, this business could not be operated as a
home occupation because the intended use would occur in an adjacent
garage and not in the home. Motion Hirchert, second Kramer to deny
the request.
All ayes.
Pine, River and Prarie Streets one way traffic study. No report by
Stoffel Committee.
Jack Anderson sign study. No report by Stoffel Committee.
Mayor Peterson wrote a letter to the Planning Commission suggesting a
study of rezoning to allow temporary industrial use of some non-industrial
zones. Mr. Hirchert suggests the possibility of establishing a new zone
between light industrial and C-3. Referred to Hirchert Committee for
further study.
Dakota Hills Fourth final plat. Referred to Tanner Committee.
