HELD TUESDAY, AUGUST 6, 1974
Those present:
Tanner, Trautmann, Jensen, Stoffel, Linde, Hirchert,
and Sole tm.
Absent:
Hattberg, Kramer
The Planning Commission meeting was called to order by Chairman Linde
at 7:08 P.M.
Chairman Linde explained that this was a special meeting of the Planning
Commission to discuss the Rauenhorst Shopping Center located on T.H. 55,
between Pleasant Drive and Westview Drive.
The Planning Director explained that the Rauenhorst Shopping Center appli-
cation involved the following:
1. A plat.
Z. A variance from the following Code requirements:

Parking Spaces
Loading Dock
Driveway Entrance Width
Vacation of an existing road
Approval of a site plan
After reviewing the present Rauenhorst proposal, the staff and Planning
Commission committee recommended that the City approve the iKauenhorst
plan for a 125, 044 square foot shopping center. The Planning Director
reviewed the items that the staff and Planning Commission committee felt
were appropriate to incorporate into the agreement between the City and
Rauenhor st.
Commissioner Tanner asked whether the Northwest Ponding facility was
adequate to handle the runoff from the shopping center. The Planning Director
stated that the acting City Engineer had informed him that the Northwest
Ponding facility is adequate to handle any of the runoff from the proposed
shopping center and surrounding commercial development. This does not
mean, however, that improvements will not have to be made in the facility,
but this development will not necessitate any improvement at this time.
Several people asked to be heard regarding the increase in traffic on 14th
and 15th Streets that will result from the shopping center. A petition was
submitted stating this concern. Mr. Richard Woisfelt of Bather-Ringrose
and Wolsfelt was asked if anything else could be done to avoid the risk of

undue traffic on 14th and 15th Streets. It was Mr. Wolsfelt's opinion that
the location of the service drive as proposed by Rauenhors~ and paving of
the service drive east of Westview Drive, should minimize the traffic
problems on 14th and 15th Streets.
Mr. Peterson of iKauenhorst stated that they would be agreeable to all the
conditions listed in the staff memo dated August 5, 1974, except for the
following items.
1. Mr. Peterson claimed that 1Kauenhorst would not agree
to setting aside a land reserve for additional parking
if it is proved to be necessary in the future. This was
suggested in Item 7 of the memo.
2. The only other concern Rauenhorst had was the proposal
to limit exterior lighted signs to the major tenants.
Mr. Peterson suggested that Rauenhorst would be willing
to work with the staff regarding types of signs, but they
would not be willing to limit, at this time, the signs as
suggested in Item 10A of the memo.
Moved by Trautmann, seconded by Jensen that the Planning Commission
approve the Rauenhorst Shopping Center project subject to the provisions
included in the Planning Directorts memo dated August 5, 1974 with the
following exceptions:
1. The City should not require the developer to set aside
any land for future parking as is suggested in Item 7
of the memo.
g. Lighted exterior signs will not be limited to the two major
tenants at this time, but simply subject to approval by the
Planning Director.
