August 12, 1974
The meeting was called to order at 7:37 by Chairman Linde.
Members present were: Linde, Trautmann, Tanner, Hirchert, and Kramer.
Members absent were: Stoffel, Soleim, and Hallberg.
Trautmann moved, Kramer seconded to approve the minutes of the regular
meeting of July 22, 1974. 5 Ayes-0 Nayes.
Trautmann moved, Kramer seconded to approve the minutes of the
Planning Commission meeting of August 6, 1974. Ayes 5-Nayes 0.
Chairman Linde read the letter of resignation LETTER OF RESIGNATION
of Mr. Richard Jansen and asked that the Administrator RICHARD JENSEN
send a letter of appreciation fo Mr. Jensen for his services.
Commissioner Hirchert described the Priewert
request for a variance for a deck on the north side of
the existing home. Mr. Hirchert explained that his
committee concurred with the staff memo recommending
denial of the request for a variance since no hardship was
observed. It is possible for the petitioner to construct the
deck elsewhere on the lot and thereby complying with the
zoning requirements. Hirchert moved, Kramer seconded
to deny the variance request because a hardship was not
evident.

VARIANCE

Alfred F. Helten has submitted a request for ALFRED F. HELTEN
permission to construct a basement apartment. The ~PECIAL USE PERMIT
Fire Marshall and Building Inspector inspected the 1005 West 15th St.
property and found no problems with the proposal and
it conforms with the zoning ordinances parking requirement.
Hirchert moved, Trautmann seconded to schedule a
public hearing for August 19, 1974, and refer this to a committee
for further study.
Comn~issioner Trautmann questioned the validity TRAFFIC SIGNS STUDY
of the Planning Commission reviewing the Jack Anderson
traffic signs study. It was his opinion that the Planning
Commission Committee did not have the expertise needed
to do an adequate job of reviewing the proposal. Trautmann
moved, Hirchert seconded to refer the signs study to the
City Engineer. Ayes 5-Nayes 0.
Kramer n~oved, Trautmann seconded that the
Planning Commission recommend to the Council that
the staff expertise be offered to the Planning Commission
in revising the Zoning Code, starting with the res[dentlal

The Planning Director informed the Planning
Commission that the Dakota County Thoroughfare
Plan conformed with the comprehensive plan. The
County will be holding a series of public hearings and
the one involving Hastings has not been scheduled.

THOROUGHFARE PLAN
Kramer moved, Hirchert seconded that the Planning
Commission approve the Planning Director's memo regarding
the Dakota County Platting Ordinance as amended. Ayes 5-Nayes 0.
The comments are:
Reviewal of plats on a county level should be done
according to some defined criteria. Without this
criteria there undoubtedly will be duplication of
efforts on the part of the county and municipal staffs.
Application should be flied solely with the municipality.
Communities should be required to refer all preliminary
plats to the County for their comments.

The time limitations, as of 30 days, stated in the ordinance
is unrealistic because most applications of this nature take
45 to 60 days to process.
A distinction should be made in the ordinance between
Townships and Municipalities. Municipalities which
have staff expertise available do not need as detailed
a review of plats as most Townships would.
Hlrchert moved, Trautmann seconded that the
Planning staff should asign all land use applications
to the sub-committee upon completion of the staff
reviewal. The committee chairman will be responsible
for informing the petitioner when the request will be on
the agenda and for drafting a statement for the committee's
position. Ayes 5-Nayes 0,
