M bers resent: C aim Li~de~ $oleim, Tanner~ Hallberg, Kramer Absent: Stoffel and Hirchert Kzamer moved, Trautmann seconded the motion to approve the Minutes as read of the Planning Commission Meeting Minutes of August 12, 1974. Ayes 6, Nayes 0. Chairman Linde opened the public hearing at 7:38. The Planning Director read the affidavit of publication, the notice of public hearing, and the certificate of mailing. Stoffel entered the Council chambers at 7:39 p.m. PUBLIC t{EARING SPECIAL USE PERMIT ALFRED HRLTEN Commissioner Soleim presented the study committee's recommendation regarding the Helten request for an apartment in the basement of his home. The Planning Commission felt that the size of the house and lot were adequate for a basement apartment. In addition there was sufficient off street parking for the apartment. After all people present had an opportunity to be heard, the public hearing was closed at 7:40 p.m. Moved by Commissioner Soleim, seconded by Commissioner Kramer that the request for a Special Use Permit allowing a basement apartment be approved. Ayes 7, Nayes O. The Planning Director presented an ordinance modification which will allow storage ~dtemporary warehouse buildings in an R - A district. Commissioner Hallberg suggested that a commission view this ordinance modification as an interim use in agricultural districts. There is a need for buildings of this nature and the City should make provisions for allo~ing su'ch structures. Moved by Commissioner Trautmann, seconded by Commissioner Stoffel to adopt the proposed ordinance revision as Item F of Sub-division 3 of Section 10.10 of Zoning Ordinance with the present F being included in the revision as Item G. Ayes 7, Nayes 0. Commissioner Tanner suggested that under Sub-division I of Section 10.10 -"Intent"- we should include a provision regarding the transitional character of an R - A district from a rural to urban land use. Commissioner Kramer stated that he felt that allowing such structures within an agricultural district would make the transition from a rural to urban use more difficult. R - A ZONING MODIFICATION Hastings Planning Commission Atinutes -2- August 29, 1974 Moved by C0missi0ner allbcrg seconded by Commissioner Trautmann to approve two separate Special Use Permits for Mr. Meiers and Mr. Hoffman on their property on County P~. 91 for the const~ction of t~ separate storage buildings. Ayes 7, Nayes 0. Nov~ by Cv~,~issioner ~er, seconded by Co~issioner ~ to join the Minnesota Planning Association, thereby allowing t~ee members of the Planning Co~ission to be considered active members. Ayes 6, Nayes 0. The Planning Driector reminded the Planning Commission members that ih the future Dakota County will be seeking input from the City regarding their thoroughfare plan. If the Planning Commission wants to make any comments, this should be done within the next few weeks. Moved by Tanner, seconded by Commissioner Kramer to accept the letter e~ resignation of Leo Schumacher as student representative on the Planning Commission and that the City Council be asked to send a certificate of recognition to Mr. Schumacher.
