Parks & Recreation Commission Meeting Minutes
Wednesday, April 19, – 6:00 PM
Hastings City Hall – Council Chambers
I. Call to order 6:00 PM
Meeting called to order at 6:03 p.m.
Present: Commission Chair, Bruce Karnick, Commissioners: Bower, Loomis, Smith, Strauss, Zuzek,
Parks and Recreation Director, Chris Jenkins and Recreation Program Specialist, Paige Marschall Bigler
Absent: Commissioner Santelman
Quorum Present: 6:7
II. Comments from the Audience
Curtis Gerrits with HHB shared their full support of the Hastings Civic Arena visioning plan.
Tony Kaiser with Hastings Hawks Baseball shared their full support of the Veterans Athletic Complex
expansion and redevelopment plan.
III. Approve minutes from March 15, 2023 commission workshop.
Commissioner Smith motioned to approve, Commissioner Strauss seconded.
Motion approved: 6:7
IV. Veterans Athletic Complex expansion and redevelopment plan.
a. A major topic at the March workshop, and in conversations with the P&R Committee of Council
and full City Council in recent meetings. At the workshop, commission showed interest in recom-
mending to council, the need to develop an expansion and redevelopment plan for Veterans Ath-
letic Complex, and fund that plan with park dedication funding currently available.
Motion to officially recommend hiring a consultant to develop a comprehensive expansion and redevel-
opment plan using park dedication funds.

V. Hastings Civic Arena future visioning plan.
a. Commission also discussed the need to plan for improvements and enhancements at the Hastings
Civic Arena, not just fixing and maintaining what is there (roof and refrigeration plant). P&R
Committee and City Council also discussed this need at recent meetings. Funding for this could
also likely be park dedication funding, however Arena fund balance is also an option.
Motion to recommend hiring a consultant to develop a comprehensive facility update/upgrade plan for the
Hastings Civic Arena, and fund it with park dedication or arena fund balance.

VI. Trail System signage and implementation plan.
a. For a few years now, and certainly since the development of the People Movement Plan, commis-
sion, staff, council, residents and local business owners have suggested there is a real need to have
comprehensive trail signage planned and installed on Hastings’ trail system. Recent conversations
with P&R Committee and City Council show support for this need.
Motion to recommend hiring a consultant to develop a comprehensive trail system signage and implemen-
tation plan for the Hastings Trail System, and fund it with park dedication funds.

Director Jenkins provided a brief overview of Department projects including:
• Trail Reconstruction Project
• Tennis Court/Pickleball Court Reconstruction
• Arena Roof and Refrigeration System
• Lake Isabel Redevelopment
• Lake Rebecca Project
• Infield Renovations
• Roadside Slide Replacement
• Dakota Hills Playground Replacement
