Parks & Recreation Commission Agenda
Wednesday, February 15, – 6:00 PM
City Hall, Council Chambers Room
I. Call to Order 6:00 p.m.
a. Determination of Quorum
Present: Commissioners: Bruce Karnick, Craig Santelman, Scott Zuzek. Carl Bower, incoming commis-
sioners, Dwight Smith and Wendy Loomis, Parks and Recreation Director, Chris Jenkins, and Recreation
Program Specialist, Paige Marschall Bigler
Absent: Commissioner Ceil Strauss
Quorum Present: 4:4
II. Elect Commission Chair 6:15 p.m.
a. Commissioner Karnick
Commissioner Santelman motioned to elect Commissioner Karnick as Chair. Com-
missioner Bower seconded the motion.
Motion Approved: 4:4
III. Oath of Office 6:00 p.m.
a. Commissioners: Loomis, Smith, Strauss
Commissioners Wendy Loomis and Dwight Smith took the Oath of Office.
IV. 5 Year Park Plan Review 6:30 p.m.
Director Jenkins welcomed feedback and comments from Commissioners and noted the next steps would
be submitting the 5 Year Park Plan to the Parks and Recreation Committee of Council and then City
Council for adoption. Commissioner Zuzek inquired about establishing a nominal field use fee for youth
sports like other cities have implemented. Commissioner Smith inquired about fees and low-income fam-
ilies. Jenkins noted that associations collect fees from players and often times associations will have pro-
grams for assistance to play youth sports. Commissioner Bower commented about including the Aquatic
Center and Arena in the 5 Year Park Plan. Jenkins noted that building systems are apart of the Capital
Improvement Plan. Smith commented about the EAB Program. Jenkins provided an overview of the cur-
rent program. Commissioner Zuzek motioned to approve the Plan. Commissioner Smith seconded the
motion.

V. Department Updates 6:30 p.m.
Parks and Recreation Department updates include:
• PRC Training
• Trail reconstruction project
• Tennis courts project
• Athletic Field improvements
• Community Investment Fund submission process open to the public
• Arena Refrigeration project
• Isabel Park Redevelopment wrapping up the end of June 2023
• Lake Rebecca Park project
• C.P. Adams Park project and special thanks to volunteer Chuck Cadwell
• Park Dedication Funds new formula to follow provided by League of MN Cities and funds now
go into one collective fund rather than split across Wards.
• Roadside Park slide ordered
• Dakota Hills Playground Project
• 2023 PRC meetings have been changed to the 3rd Wednesdays of the Month at 6:00 p.m. held in
City Hall, Council Chambers.
Director Jenkins asked Commissions to generate ideas and develop a workplan for 2023. A workshop will
be scheduled for discussion.
Commissioner Zuzek motioned to adjourn meeting. Commissioner Smith seconded the motion.
Meeting adjourned at 6:40 p.m.
