OCTOBER 29, 1974
The meeting was called to order at 7:38 p.m. by Chairman Linde.
Members present: Chairman Linde, Soleim, Tanner, Hallberg, Kramer, Stark
Members absent: Trautmann, Stoffel, and Hirchert
Moved by Commissioner Tanner, seconded by Commissioner Hallberg to approve
the minutes of the September 23, 1974, Planning Commission Meeting. Six ayes,
zero nayes.
Moved by Commissioner Kramer, seconded by Commissioner Hallberg to approve
the minutes of the October 15, 1974, Planning Commission Meeting. Six ayes,
zero hayes.
Trautmann arrived at 7:45 p. m.
Mr. Robert Pearson of the Metropolitan Transit Commission MTC-PRT REPORT
and Mr. James Warring, Planning Director for Dakota County AND ROUTE RIDERSHIP
appeared before the Planning Commission to inform them SURVEY
of the Personal Rapid Transit report and the Route Ridership
Survey study that is presently being conducted by the Transit
Commission.
Mr. Pearson explained that the present plans call for a PRT corridor extending to
South St. Paul and beyond that service would be provided with express buses, buses,
or mini-buses. At some time in the future;if the need dictates, the PRT routes
can be extended.
Mr. Pearson also explained that the Transit Commission is conducting a Route
Ridership Survey in Dakota and Washington County to determine the need to extend
the present bus lines. This study is critical in determining the need to increase the
present bus service, although communities that are contiguous to areas presently
served by buses can request that service be provided to their community.
Moved by Commissioner Hallberg, seconded by Commissioner Kramer that the
Metropolitan Transit Commission conduct a Route Ridership St'~rvey in the Hastings
area to determine the feasibility of extending bus service to Hastings. Seven ayes.

Since this matter had been referred to the Hirchert
Committee, it was decided that any discussion regarding
this matter should wait until the public hearing when the
Committee report would be presented.

was delayed until the November 1Z, 1974, Planning
Commission meeting.

The Planning Director explained to the Planning Commission DOWNTOWN REDEVEL-
the present status of the Downtown Redevelopment Project. OPMENT PROJECT
It was explained to the Planning Commission that if the City
creates a Development District the Planning Commission will be
involved in the project, however, if the City determines that it would
be more advantageous to use the Housing and Redevelopment Authority
legislation as opposed to the Development District legislation the Planning
Commission's role will be less significant. In addition, Commissioner
Soleim expressed a concern that the City should encourage the involvement
of the downtown business people in the decision making process, to avoid
a conflict surrounding some of the past public improvements projects.
Commissioner Kramer felt that it was important that the consultants had an
opportunity to present their own recommendations, because the City is paying
for their expertise. In addition, even though the frame work for the project
must be established before the end of the year, it will be possible to modify
or make changes in our plans.
Moved by Commissioner Tanner, seconded by Commissioner
Hallberg to approve the planting of trees in the public right-
of-way subject to any restrictions that might be imposed due
to future sidewalk construction. Seven ayes, zero hayes.
