Members present: Hirchert, Tanner, Soleim, Trautmann, Hallberg, and tiramer. Members absent: Stoffel, Stark, and Linde. Moved by Commissioner Soleim, seconded by Commissioner Tanner the minutes of the October 29, 1974 Planning Commission Meeting. hayes. to approve Six ayes, zero At 7:41 P.M. acting Chairman Hirchert opened the public hearing for Mr. Charles Huberty regarding a apartment in a R-Z zone. The Planning Director sighted the Notice Public Hearin~ Affidavit of publication and the Certificate of Mailing. Mr. and Mrs. Leo Loesch and Mr. King spoke in opposition to granting the special use permit, for fear that this would depreciate the property values in the neighborhood. After all persons present were offered an opportunity to be heard, Acting Chairman Hirchert closed the public hearing at 8:23 P. M. PUBLIC HEARING CHARLES HUBERT Y, 308 W. 13th ST. Moved by Commissioner Kramer, seconded by Commissioner Soleim to grant the special use permit for an apartment at 308 W. 13th Street with the following conditions: 1. The home occupation (barbershop) be discontinued. Z. That 3 off street parking stalls be provided as required by the ordiance. 3. That Mr. Huberty be restricted to a one-bedroom apartment, since the ordiance requires a lot in excess of 9,200 square feet for a two-bedroom apartment. Six ay?s, zero nays. Commissioner Stoffel entered the Council Chambers at, 9:05 P. M. The Planning Commission requested that this item be placed on the November 25, 1974 Planning Commission meeting agenda for further consideration. ORDIANCE MODIFYING C-3 ZONE AND EXISTING SPECIAL USE REQUIRE- MENTS Commissioner Hirchert presented his committee's recommendation regarding recreational facilities and community facilities. Improvement to building next to PoLice Headquarters for future use by the police and fire departments. Z. Fire alarms, city hall, public works - Park department complex and library. COMMUNITY FACILITIES - 1978 1. 1. CF-5 construction of park and recreation structure - Vermillion River Park. Moved by Commissioner Soleim, seconded by Commissioner Kramer to accept the Committee report on Recreation and Community facilities. 7 Ayes - 0 Nayes. The Tanner Committee presented its report regarding Capital Improvements for roads and bridges. The report was as follows: 1975 1. RD-1 acquire land for 61-316 intersection. 2. RD-7 surface, curb, gutter on Pine Street from 55 to Znd Street. 3. RD-8 surface, curb, gutter on Pleasant Drive from 55 to north line of Imperial Estate. 4. Surface, curb and gutter Ramsey and Tyler, Znd Street to 18th Street. 5. Stop light at 18th and Vermillion. Defer 1. RB-3 plans and specs, for East 10th Street to Vermillion River - should wait as long as possible and still qualify for turn back funds. g. RB-4 bridge over Vermillion River on Pleasant Drive (wait until Shopping Center construction actually starts). 3. RB-4A acquire ROW for road from Ramsey to Tyler (defere construction but require ROW when available). 4. RB-5 create end utilities from Pleasant Drive to Highway 47 (wait until bridge is built). 5. RB-6A build road from Ramsey to Tyler. 6. Surface, curb and gutter W. 3rd Street from Spring to Maple (assess). 7. Surface, curb and gutter W. 17th Street from Vermillion to Ashland (assess). 8. Surface, curb and gutter E. llth Street from Ramsey to Tyler (assess). 9. Surface, curb and gutter E. 17th Street from Vermillion to Ramsey (assess after Kramer Construction is completed). 10. Surface, curb and gutter Sibley from 10th to 15th (assess).
