Members present: Chairman Linde, Stoffel, Tanner, Hirchert, and Stark Members absent: Soleim, Hallberg, Kramer, and Trautn~ann Student Members present: Humbert and Denn Student Members absent: Stoneberg Moved by Commissioner Tann~er, seconded by Commissioner Hirchert to approve the November 25, 1974 PlanningCommission Minutes. Commissioner Trautmann entered the Council Chambers at 7:41 P.M. Commisioners Firamer and Hallberg entered the Council Chambers at 8:05 P.M. Commissioner Soleim entel:ed the Council Chambers at 8:20 P. M. The Planning Director reviewed the Housing and Redevelopment Authorities proposal to create a redevelopment project in the downtown area. State law requires that the PlanningCommission review the Housing and Redevelopment Author[ties proposal to make sure it complies with the Comprehensive Plan. DOWNTOWN REDEVELOPMENT PROJECT - RESOLUTION Moved by Commissioner Tanner, seconded by Commissioner Stoffal to approve the Resolution entitled "A Resolution of the Planning Commission in the City of Hastings, Approving a Redevelopment Plan for the Downtown Area". Nine ayes, Moved by Commissioner Stoffel, seconded by Commissioner Soleim to refer the proposed ordinance revisions for the Mobile Home Parks to the Stoffel Cornrnittee for further study. zero hayes. ORDINANCE - MOBILE HOME PARKS Nine ayes, zero nayes. Moved by Commissioner Soleim, seconded by Commissioner Hirchert to approve the armexation report as written to the Council. Nine ayes, zero nayes. ANNEXATION REPORT Moved by Commissioner Trautmann, seconded by Commissioner Stark to refer this item to the Stoffel Committee. Nine ayes, zero hayes. ORDINANCE - ANIMALS Planning Commission iV!inutes Mond.ay, December 9, 1974 -Z- Mr. Lehmann requested premission to store automobiles at Z1Z1 Glendale Avenue which is in a A-zoning district. The Planning Director explained that the ordinance which was recently adopted regarding 8forage in A-zoning districts would not pertain to this request because it prohibits outdoor storage. It was explained by the Planning Director that normall~r such a request would be denied as an Administrative function, but since this was the first such situation, it was placed on the agenda to make the Cornrnission members familiar with this procedure. No objections were stated to the Planning Director informing Mr. Lehmann that his request would not comply with the zoning ordinance. REQUEST FOR OUTDOOR STORAGE- WILFORD LEHMANN Mr. Louis Franzmeier has submitted a preliminary PRELIMINARY PLAT - plat for 4.6 acres and 14 lots. A staff memo dated LOUIS FRANZMEIER 19TH December 3, 1974 stated several deficiencies in the STREET AND IviANOR LANE proposed plat. Commissioner Soleim suggested that the Engineer should be consulted about the extension of Edgewood Lane North through this plat as long as several other changes which were suggested in the staff memo would have to be incorporated into a revision of the prelimina~'y plat. The City Council had referred back to the Planning REZONING HASTINGS Commission a suggested ordinance revision which CO-OP CREAMERY would allow as a special use in a C-3 zone all I-1 uses, 17TH & VERMILLION as long as they were within 250 feet (excluding road right- of way) of an Industrial District. It was the Councils concern that such an ordinance would allow industry to encroach into the existing commercial areas and be detrimental to the liability of the Commercial Districts. Moved by Commissioner Hallberg, seconded by Commissioner Stoffel to amend the zoning ordinance by adding creameries as a special use in a C - 3 District. Eight ayes, Hirchert nay. Before the Planning Commission schedules a Public Hearing, it was felt that it would be appropriate for the Council to react to the proposed ordinance modification. In addition the matter of revising the special use requirements should be referred to a cornrnittee for further study. Moved by Commissioner Trautmann, seconded by Commissioner Hallberg to approve the site plan for Polk-A-Dot Dairies building for t 7432 square foot office building and 11, 300 square foot attached garage, with the following conditions: that storm water drainage be designed to minimize any additional problems on 17th and Vermillion; that no variance be granted for a 30 foot driveway onto 18th St. at this time; that all appropriate fees be paid, and; the final site plan must comply with all ordina~ ce requirements and standards %pecified by the City Staff. SITE PLAN REVIEW POLK-A- DOT DAIRIES 17TH STREET planning Commission Minutes - 3- Monday, December % 1974- Moved by Commissioner Kramer, seconded by Commissioner Stark to cancel the December Z3, 1974 Planning Commission, meeting. Nine ayes, zero hayes. CANCEL MEETING Moved by Commissioner Stoffel, seconded by Commissioner Soleim to re~chedulethe January 13, 1975 Planning Commission meeting to the 14th of January, 1975 because of a conflict with the Council meeting. Nine ayes, zero nayes. RESCHEDULE JANUARY 13TH MEETING Chairman Linde announced the resignations of Commissioner Hirchert, Tanner and Soleim from the Planning Commission, and asked the media to make this announcement so that people interested in the Planning Commission could apply for the openings. RESIGNATIONS Moved by Commissioner Soleim, seconded by ADJOURNMENT Commissioner Hirchert to adjourn the meeting at ll:g0 P.M. Nine ayes, zero hayes.
