HomeMy WebLinkAbout20230323 - PSAC Minutes March 16, 2023 Public Safety Advisory Commission Meeting Minutes Present: Commissioners: Dolores Pemble, Vicki Baukol, Andrew Caflisch, Melissa Blackstad and Theresa Auge` City Staff: Chiefs Dave Wilske and John Townsend Chair Pemble called the meeting to order at 6:30 pm. 1. A motion made by Commissioner Baukol and seconded by Commissioner Blackstad to approve the agenda. Motion passed unanimously. 2. A motion made by Commissioner Baukol and seconded by Commissioner Blackstad to approve the February 16th, 2023, minutes. Motion passed unanimously. Welcome/Introductions: None Police Update: • Coffee with a Cop will be held at Froth and Cork on March 21st from 10- noon. All available commission members are encouraged to attend wearing PSAC t-shirts and nametags. • Hastings PD was called for the the Bank robbery that occurred at 1st National Bank. Suspect was apprehended. • There was a fatal accident on Highway 47; both Hastings PD and Fire departments assisted. • A stabbing involving a 16 and 19 year old occurred earlier this month. The Burnsville police department provided their 360 scanner. This device is used to capture a “scene”, reducing individual photographs. • June 10 is the Pride parade. The event runs from 11 am to 9 pm. The city is expecting thousands. • Hiring update: 2 applicants for the Community Officer Position have been sent to background. 1 Full time police officer position has gone to background and initial results are looking good. There are a few other officer applicants that are pending interview. • Hastings PD assisted in a homeless encampment in Dakota County. • The THC report has gone through a first reading by City Council. A 2nd reading is scheduled next week. • PSAC T-shirts were handed out to commissioners Caflisch and Gunter. Fire Update: • A grant was submitted to FEMA for 2 full time fire fighters. • Hiring process is on-going for full time fire fighters. Interviews pending. Hope to hire 4. • Will be using the new advertising video for paid on call. Hope to have a new class ready for fall. • The PAR 360 (mental health provider) meeting was rescheduled due to weather. • The department received a $500$ donation from health and wellness and $1346$ from the Hastings Lions. The monies will be used to offset the department mental health costs. • A 5-year rural contract was completed. A new “tender” truck will be order and the cost will be absorbed by the city. Commissioner Gunter arrived at 6:55 pm. Old Business: • 2022 Annual report was review. Minor edits were made. A motion to approve the amended 2022 annual report was made by Commissioner Baukol and seconded by Commissioner Blackstad. • 2023 goals proposed last month were viewed. The following goals were discussed and adopted. 1. Review the city charter. A motion was made by Commissioner Baukol and seconded by Commissioner Blackstad to approve this goal. Motion passed unanimously. Note: the intent of review is to assess the section in the charter referencing a PSAC student member. 2. Pursuing touring of 2 facilities. Suggested were Dakota County Jail and the 911 Communications. A motion was made by Commissioner Auge` and seconded by Commissioner Blackstad. Motion passed unanimously. 3. Supporting the adoption of a city wide “camera registry”. A motion was made by Commissioner Auge` and seconded by Commissioner Blackstad. Motion passed unanimously. 4. Supporting the selection process of individuals to assess the emergency sirens each month. A motion was made by Commissioner Auge` and seconded by Commissioner Gunter. Motion passed unanimously. New Business: • Hastings Police Week will be May 16th. Chief Wilske provided a punch list. Set up will begin at 3:00 pm. Assistance by our commission was requested. We’ve been asked to help set up, tear down and food service. Commissioner Auge` will supply a “quick shade” for use at the event. Further details will be reviewed at our next meeting. • National Night out will be August 1st. Chief Wilske provided a handout. The intent was to remind the commission of this event. Details will be worked out over the next few months. • The city is hosting a Fourth of July parade. The commission was asked to participate. Commission members and guests would walk between the police car and fire truck handing out candy. The commission members were directed to consult their availability. This topic will be readdressed at the April meeting. • Chief Wilske has confirmed that our May 18th meeting will be at the Dakota 911 center. He is working with the sheriff’s department to secure their site for our November 16th meeting. • Kori Land’s City presentation: Commissioner Auge` provided notes from the meeting. Commissioners Pemble, Caflish and Auge` all attended. The commission reviewed and discussed the notes from the meeting. The commission reviewed Open Meeting Law. Moving forward members will not be allowed to participate in a Commission meeting by phone call. Should a member not be able to physically participate in the meeting they must be able to have both visual and audio to participate. That location Must be published 72 hours in advance of the meeting. Secretary Auge` was directed to propose the necessary edits to our PSAC handbook for review and adoption. The presentation by Kori is available. • Next Meeting: April 20th, 2023. Adjournment: A motion was made by Commissioner Gunter and seconded by Commissioner Baukol. The meeting was adjourned at 7:59 pm.
