HomeMy WebLinkAboutII.A - Minutes - Regular Meeting - February 9HEDRA HASTINGS ECONOMIC DEVELOPMENT and REDEVELOPMENT AUTHORITY The Hastings Economic Development and Redevelopment Authority of the City of Hastings, Minnesota met in a regular meeting on Thursday, February 9, 2023 at 6:00 p.m. at Hastings City Hall. HEDRA Commissioners Present: Anderson, Horsch, Johnson, Fox, and Pemble HEDRA Commissioners Absent: Goblirsch and Carter Staff Present: Community Development Director John Hinzman Economic Development Coordinator Eric Maass I. Quorum A quorum was established and the meeting was called to order by President Horsch at 6:00 PM with five members present. II. Minutes Commissioner Fox motioned to approve the minutes from the regular meeting of January 12, 2023 as presented, seconded by Commissioner Anderson. Ayes 5; Nays 0. Motion approved. III. Bills Hinzman summarized the bills. Motion made by Commissioner Johnson and seconded by Commissioner Pemble to approve the bills as presented. Ayes 5; Nays 0. Motion approved. IV. Business A. Adopt Resolution #2023-02 Approving Façade Improvement Grant for 411 Vermillion Street Maass introduced the first 2023 façade improvement grant. The application was submitted for 411 Vermillion Street which is the location of Jeannie Tribe Photography. The proposed project would involve the replacement of the exterior door, with $1,738.88 available for grant funding. Commissioner Fox motioned to approve the resolution, seconded by Commissioner Anderson. Ayes 5; Nays 0. Motion approved. B. Rokos Advisors Marketing Update Maass introduced representatives from Rokos to provide an update on market activity as well as outreach efforts specific to the 50+ acre development site. Maass clarified the purpose of certifying the 50 acres as shovel ready; adding the contiguous ±24 acres have not been certified. C. 2023/2024 HEDRA Strategic Plan Maass provided an overview of the work session seeking input from Commissioners on projects, programs, or initiatives to be included in the 2023/2024 HEDRA Strategic Plan. Following the work session, staff will distill those ideas into a draft strategic plan for review and potential adoption at the March 9, 2023 HEDRA meeting. V. Reports and Information A. 2022 Open to Business Year End Report Maass provided a review of the program conducted by the Metropolitan Consortium of Community Developers (MCCD), Open to Business Program. MCCD provided business consulting to a total of 12 Hastings businesses and 9 Hastings residents in 2022. Maass reviewed the businesses served through the program in 2022, sharing a total of $165,000 of financing was provided for projects in Hastings. Maass indicated those funds supported renovations at Spiral Foods Coop and Katy Lindberg Insurance. B. Development Updates Hinzman provided an update on current developments. VI. Closed Door Session – Review Potential Purchase of Property Commissioner Pemble made a motion to close the meeting pursuant to Minn. Stat. 13D.05, subd. 3(c) to determine the offer for purchase of property located on Block 28, Town of Hastings, seconded by Commissioner Fox. Ayes 5; Nays 0. Motion approved. Commissioner Johnson made a motion to exit the closed-door meeting pursuant to Minn. Stat. 13D.05, subd. 3(c) to determine the offer for purchase of property located on Block 28, Town of Hastings, seconded by Commissioner Fox. Ayes 5; Nays 0. Motion approved. VII. Adjourn A. Commissioner Pemble made a motion to adjourn the meeting at 7:28 p.m., seconded by Commissioner Johnson. Motion passed 5-0. Meeting adjourned.
