HomeMy WebLinkAbout4 - MinutesHastings Planning Commission November 14, 2022 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, November 14, 2022 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Halberg, LeBrun, Matzke, and Teiken Planning Commissioners Absent: Peters Staff Present: City Planner Justin Fortney 2. Approval of Minutes – October 24, 2022 Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes approved as presented. PUBLIC HEARINGS OTHER ACTIONS 3. Confluence Development – Variance #2022-56 – Monument Sign in DC Zoning District – 200 2nd Street West Planner Fortney provided a summary of the request. The Planning Commission is asked to review the following variance request of the Confluence Development LLC and make a recommendation to City Council. Fortney reviewed the requirements for granting variances. Approval of the variance is recommended based on the preceding findings of fact and subject to two conditions of conformance with the Planning Commission Staff Report and plans dated November 14, 2022 and subject to a one- year Sunset Clause. Chair Messina asked if the line of sight will be impeded by the monument sign. Planner Fortney indicated the sign should not block the line of sight. Commissioner Matzke asked if there are other buildings in the downtown area that could propose future requests similar to this request. Planner Fortney indicated the likelihood is very low. Commissioner Teiken asked for additional specifications of the sign. Planner Fortney reviewed the proposal. Rob Barse, Owner’s Representative for the Confluence Team, provided a summary of the plan for lighting. Barse also provided details on what will be listed on the sign. Commissioner Teiken asked if this request is approved, can the applicant install LED lights in the sign or if another variance would be needed at that time. Planner Fortney indicated certain forms of light are not allowed in the Downtown Core area, also indicating that another variance would need to be requested. Commissioner Halberg motioned for to approve the Variance request as presented with the two conditions, seconded by Commissioner LeBrun. Ayes: Commissioners Messina, Halberg, LeBrun, Matzke, and Teiken Nays: None Absent: None 4. Other Business Fortney provided a summary of recent City Council actions and future items for the Planning Commission’s review. 5. Adjourn Commissioner Teiken motioned to adjourn the meeting at 7:12 PM. Seconded by Commissioner Matzke. Vote: Ayes 5; Nays: 0. Motion approved as presented.
