IV. Business
A. Adopt Resolution #2023-02 Approving Façade Improvement Grant for 409/411
Vermillion Street
An application was submitted for improvements at 411 Vermillion Street which is the
location of Jeannie Tribe Photography. The property is managed by Abby Schaffer and
owned by Raj Gandhi.
The proposed project would involve the replacement of the exterior door. Staff
inspected the current door and found it to have a bent frame which is not allowing the
door to close properly making it functional deficient and a liability for energy
efficiency. The property is not designated as historic and thus does not require review
by the Heritage Preservation Commission (HPC).
Included in the application is an estimate from Ryan and Gordy’s Glass that shows a
total cost of $5,216.66 not including tax. The program allows for a grant up to $5,000
with the requirement of $2.00 of private investment for every $1.00 of public
investment. The project as proposed is eligible for $1,738.88 in grant funding.
Action: Motion to Adopt Resolution #2023-02 Approving Façade Improvement Grant
for 411 Vermillion Street.
B. Rokos Advisors Marketing Update
Rokos representatives will be attending the meeting to provide an in person update on
market activity as well as outreach efforts specific to the 50+ acre development site.
C. 2023/2024 HEDRA Strategic Plan
Staff is seeking input from HEDRA Commissioners on projects, programs, or initiatives to be
included in the 2023/2024 HEDRA Strategic Plan. The strategic plan will guide HEDRA and
Staff by establishing a work plan and priorities. Included below are a series of questions for
HEDRA Commissioners to ask themselves as a way to stimulate ideas.
1. What real estate opportunities are not being pursued by the private market or are
underutilized?
2. What programs might further economic growth in Hastings?
3. What programs might help maintain Hastings Character and Tourism Attraction?
4. Given budget constraints of a singular levy, please prioritize your ideas/programs.
Following the regularly scheduled meeting, HEDRA will convene to a work session to further
discuss and brainstorm ideas for the 2023/2024 HEDRA strategic plan. From that work
session Staff will distill those ideas into a draft strategic plan for review and potential adoption
at the March 9th, HEDRA meeting.
V. Reports and Information
A. 2022 Open To Business Year End Report
The Open to Business program conducted by the Metropolitan Consortium of Community
Developers (MCCD) provided business consulting to a total of 12 Hastings businesses
including 9 Hastings residents in 2022. MCCD provides its Open To Business consulting
throughout Dakota County through a partnership with the Dakota County CDA and Cities
within Dakota County.
A total of 1,093 hours was spent with businesses across Dakota County, 164.25 of those
hours or 15% were logged assisting business specific to Hastings. Businesses served
included the following: Health/Fitness, Auto Repair, Design/Décor, Cleaning, Clothing
Boutique, Pottery Studio, Restaurant, Grocer, and Blog/Magazine.
In 2022, MCCD also provided a total of $576,000 in financing for economic development
projects across Dakota County. A total of $165,000 of that financing was provided for
projects in Hastings. These funds supported renovations at Spiral Foods Coop and Katy
Lindberg Insurance.
B. Development Update
New Information:
Walden at Hastings - Best Property Annexation - Redwing Blvd - Land Equity proposes
a residential development containing approximately 450 rental housing units near TH 316
and Michael Avenue. Housing would include single family, twin home, townhome,
apartment and senior housing. A neighborhood meeting was held on January 26th with
approximately 15-20 people in attendance. Neighbors shared concerns about the number
and location of rental units, project phasing, public vs private amenities, effect on TH 316
traffic, and effect on Tuttle Park. The Planning Committee of City Council reviewed the
project on January 30th and discussed similar items. The Planning Commission will review
the concept plan on February 27th with the City Council reviewing the annexation request
on March 6th.
Vermillion Acres – Modular components of the building are nearing completion off site.
On site installation of components is likely to being in mid February for the 75 unit senior
housing facility near County Rd 47 and Riverwood Drive.
The Confluence – HVAC work and rough framing is nearly complete and has allowed our
environmental contractors to commence with final encapsulant touch ups per our original
contract. Confluence is actively hiring both hotel and restaurant staff.
Current 33 Apartments (Enclave) – Framing has commenced on the first 100 unit
building and garages have been constructed to store materials. Project contains two
buildings with 211 total units near 33rd Street and Vermillion.
Lake Isabelle Flats (NJS Stencil Apartment) – Foundation work almost complete.
Lumber has arrived for framing for the 89 unit apartment building near 3rd and Bailey
Therapy OPS – City has approved the building permit and is awaiting start of construction
for the new 2,300sf therapy building located at the northwest corner of Westview Drive and
South Frontage Rd (adjacent to Auto Zone).
315 Pine Street - Former Thorwood Inn - City staff met with owner in January and
established a deadline of February 27th to submit complete engineering plans for
rehabilitation.
Bimi Thai – City is awaiting final inspection of plumbing and building permits to reopen
the restaurant at the former Coliseum Bar located at 1840 Vermillion Street.
Previous Information:
Scooter Rental – The City Council approved micromobility license applications from both
Bird Rides and Spin to operate 100 foot scooters each (200 total) within Hastings in 2023.
The number of scooters is substantially greater than last year and the staff will monitor the
scooter activity for any future council action in July.
KFC - Construction of the new KFC on the northwest corner of 18th and Vermillion
(former Erickson Freedom Gas Site) is now expected to commence in spring of 2023. The
developer has been progressing on City and State permitting.
Intek Plastics Expansion – City staff continue to coordinate with Intek Plastics and the
State of Minnesota DEED regarding MIF and JCF awards.
Roosters Chicken – The final inspection has been scheduled with the building inspections
department and the business has recently begun posting to hire restaurant staff. Restaurant
opening is anticipated in February or March pending hiring of staff.
Tyler Street Landing Apartments (Luke Siewert) – 32 unit apartment building at 3rd and
Tyler Streets. HEDRA approved 2nd Amendment to Purchase agreement on December 8th
to eliminate requirement to demolish house by December 31, 2022. Dakota County has
extended the $250,000 Redevelopment Incentive Grant for the site.
Suite Living - Senior Housing – Construction is anticipated to begin in spring of 2023 of a
32 unit senior housing facility at the southeast corner of 33rd Street and Vermillion. The
one story project consists of both dependent and memory care units.
Heritage Ridge – Grading activities have commenced for the final addition of the 116 lot
single family residential development near General Sieben Drive and Northridge Drive.
United Heroes League - Outdoor Refrigerated Rink – City Council approved an Interim
Use Permit to construct an outdoor refrigerated rink along with temporary parking at their
15211 Ravenna Trail campus.
Villas at Pleasant – More permits have been submitted for construction and work
continues on the first model home at the 32 unit subdivision near Northridge and Pleasant.
VI. Closed Door Session - Review Potential Purchase of Property
Staff seeks a motion to close the meeting pursuant to Minn. Stat. 13D.05, subd. 3(c) to
determine the offer for the purchase of properties located on Block 28, Town of Hastings.
