Director Hinzman presented the certificate to Romens and thanked him for his years of service.
MNDOT Hwy 316 Project Wrap-Up, Bryant Ficek
Stempski introduced the presentation by providing a brief summary of the project. He invited
Ficek to provide a wrap-up of the extensive improvements in the MnDOT Hwy 316 Project.
Kristy Barse, Hastings Chamber, spoke about the Chamber’s role in working with MnDOT on
some of the modifications to the project to support the industrial park traffic.
V. APPROVAL OF MINUTES
Approve Minutes of the City Council regular meeting on October 17, 2022.
Minutes were approved as presented.

IX. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask
questions, provide additional information, or support on a particular matter. Once the public
hearing is closed, no further testimony is typically allowed and the Council will deliberate
amongst itself and with staff and/or applicant on potential action by the Council.

a. Public Hearing: Business Subsidy for Sale of Land
b. Resolution No. 11-05-22: Approving Sale of Property, Purchase Agreement, and Business
Subsidy Agreement
Hinzman provided an overview of the request to approve sale of property and related
Purchase Agreement and Business Subsidy Agreements for the sale of land to Intek Plastics
in support of their 60,200 sf building expansion. The 3.1-acre parcel is generally located west
of Enterprise Avenue between Cranky Ape and the Water Tower (PID 19-32002-01-021).

2. Foth: Commercial Recycling Study
Wietecha provided an overview of the request to enter into a Master Agreement and a Project
Agreement with Foth Infrastructure and Environment to conduct the 2022 – 2023
Commercial Waste Characterization Study. The City received an incentive/grant to reduce
the costs of the payers of solid waste collection services in the City or to implement the solid
waste strategies and tactics in the Dakota County Solid Waste Master Plan. Wietecha shared
the timeline of the study including additional details about the processes of recommendation.
Council discussion on support for the study to help businesses grow their understanding of
solid waste options; interested in expanding business understanding for the
organics/composting.

1. Resolution No. 11-06-22: Site Plan – Therapy OPS (1312 South Frontage Road)
Hinzman shared an overview of the request to adopt a resolution to approve the Site Plan
request to construct a commercial therapy building for Therapy OPS. Therapy OPS
provides occupational, physical, and speech therapy services.

1. Fire Relief Association: Resolution Opting to Join the Statewide Volunteer Firefighter Plan
Wietecha provided an overview of the request to approve the Resolution Opting to Join the
Statewide Volunteer Firefighter Plan and set the benefit level at $11,000 per year of
service. Wietecha reviewed the discussion by the Finance Committee and the calculation
behind their benefit level recommendation.
Council discussion on the deliberation of the Finance Committee and its intent to support
paid on-call recruitment and retention. Appreciation was expressed to the commitment to
the community in much the same way the Fire Relief has in the past. The liability for relief
shortfall does fall to the City. Gratitude to the Committee for their work on this topic.
