AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. X. Intek Plastics – 1000 Spiral Blvd a. Resolution No. 10-06-22: Site Plan Approval – Building Addition Hinzman provided an overview and history of the request. The applicants are proposing to construct an addition onto the Intek Plastics building with related improvements. Hinzman shared the possible sale of the eastern city owned parcel included in the site plan is scheduled for consideration at the November 7th City Council meeting. Hinzman reviewed the approval recommended by the Planning Commission. Confluence Development a. Authorize Signature: Purchase and Development Agreement – 5th Amendment b. Authorize Signature: Minimum Assessment Agreement Hinzman provided an overview of the request. Council is asked to authorize signature of the 5th Amendment to Purchase and Development Agreement to extend the substantial completion date out to May 31, 2023. Council is also asked to authorize signature on the Minimum Assessment Agreement. Hinzman shared background information of previous amendments and included information regarding HEDRA Action. Council discussion on appreciation for the progress on the project based on the tour last week, as well as the vision for the impact on the City. Question about the patio/platform availability for public use. Reservations would likely be held through the hotel website system, website going live December 1, 2022. Leifeld, Folch to approve as presented. 6 Ayes, 0 Nays. D. Public Safety E. Administration 1. Strategic Initiatives Quarterly Report and Next Steps Wietecha reviewed the 3rd Quarter Report, asking for discussion and feedback. Council is being asked to consider the process, development, implementation, and reporting of the initiatives. Council discussion on waiting for the new year to engage new Council members in the initiatives. Appreciation to staff for work on the initiatives. May be helpful to take one item at a time and present more detail at Council meetings. 2. Public Art Commission Wietecha provided an overview request and public encouragement for an Arts Commission. City Council reinstated the Arts Task Force to define the future objectives and mission of the group. It was recommended to create an Arts and Culture Commission proposing a two-year temporary commission with potential extension at a later date. Council discussion that there was a significant amount of consideration of this proposal by the Planning Committee. It is anticipated an additional emphasis on Arts incorporation into the City will result in greater tourism opportunities. The proposal timeline makes sense for the group and the City. Appreciation to the Arts task Force for their work. 3. Closed Meeting Pursuant to Minn. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS Announcements • Councilmember Folch presented an overview of several policy initiatives that will be presented by the LMC Improving Service Delivery Committee; two are about ambulance service, one on about fundraising authority of municipalities, one seeking regulations of cannabinoids, and another is on the collateral consequences of criminal records. • Councilmember Leifeld announced the Halloween Candy Crawl on Sunday October 30 from 2 – 5 pm, hosted by the Downtown Business Association. • HCTV and the Hastings Chamber of Commerce will host their Hastings Candidate Forum on Thursday, October 20, at 6:30 pm, in person and televised. And their ISD 200 School Board Candidate Forum is on Thursday, October 27, at 7 pm, televised only. • On Sunday, October 23, BR4R invites you to “Breaking the Silence: Remembering Brown’s Chapel AME” at the First Presbyterian Church at 2 pm, followed by a guided walking/driving tour of significant locations from Hastings’ Black history. • The first Hastings Creative Convergence is Tuesday, October 25 at 7 pm. Thank you to Hastings Arts Center for providing the venue and The Onion Grille and Geek Haven Coffee for donating refreshments. • The Hastings Community Halloween Party is Friday, October 28, from 6 to 8 pm at the High School. Recommended for families with kids 12 and under. Free event, but please bring a non- perishable food item for Hastings Family Service or a cash or check donation for the Youth Impact Council Scholarship. • I’d like to recognize the coming up October 28 is National First Responder Day and thank all of our first responders for their service to the community.
