V. APPROVAL OF MINUTES
Approve Minutes of the City Council regular meeting on August 1, 2022.
Minutes were approved as presented.
VI. COMMENTS FROM THE AUDIENCE
Comments from the audience may include remarks about items listed on the Consent
Agenda.
Lester Helten, 802 Old Mill Court, sent emails regarding the increased train traffic from
one time per day to many times per day/evening. The primary concern is the extensive
use of the horn at all times of the day and for sustained periods of time. Some towns have
quiet areas for train horns and this also can apply to trucks using jake brakes. He has
called Canadian Pacific with no action being taken. The train horns are waking children.
He is wondering if the City can do something about this. He has been told that the horn is
to be blown at intersections but he indicated that the engineers lay on the horn from 18th
street to the Depot.
Karen Erlandsen, 814 Old Mill Court, spoke to Council about the train traffic increasing
from one train per week in 2000 to many trains per day now. Evening trains wake up
children. She does not understand why the horn needs to blown for as long as it is.
Phil Erlandsen, 814 Old Mill Court, spoke to Council about his concern over the
frequency and length of the horns being blown through the intersections. The horn is over
108 decibels. He has observed rail cameras across the country and does not see horn
blasts for this long unless the train is travelling at a high rate of speed. He acknowledges
that railroad crossings are dangerous places and that the horn needs to be blown. He
asked if there could be some observation to determine how long a horn should be blown
in the City. He spoke about depth perception challenges with oncoming trains.
Jim Lewanski, 1575 King Midas Lane, noted the increased train traffic and that the horns
are blown day and night. He asked if there could be other alternatives to the horns at
intersections. The horn usage is excessive and may impact their ability to sell their homes
in the future.

Council discussion about experience with the train horns and residents reporting that
horns are blown even while moving cars around on Ardent Mills property. Increased
capacity at the mill is the likely reason for the increased train traffic, but wondering what
can be done by the City with Canadian Pacific and Ardent Mills. Attorney Land reported
that train traffic is heavily regulated by the federal government with little wiggle room.
The recommended first course of business might be to have a common-sense discussion
with the railroad and mill.

1. Levee Park Space for Permanent Art Display
Jenkins introduced the request for a permanent art display in the designated space
at Levee Park. As a part of the 2022 Budget, City Council initiated the
Community Investment Fund and allocated $100,000.00 in funding for 2022.
Jenkins outlined the area for the permanent art display space.
Council discussion on the ownership/responsibility of the land between the
American Legion display wall and the proposed display area and its care and
upkeep. The detail of the charette process will determine the foundation needs for
the display. Work with the Arts Task Force as the work comes out of the charette
process.

2. CP Adams Park
Item moved from Consent Agenda by Councilmember Folch. Council
observation of the disc golf course indicates that the course may need improved
signage based on observation and interaction with disc golfers. There is a map on
the City website and the Disc Golf association, but there is not good signage. Tee
pads and baskets will have hole numbers. There will be a kiosk map.
Recommended that there be a QR code at each hole or other technology-driven
manner to get access map.

1. Resolution No. 08-10-22: Interim Use Permit – United Heroes League (15211
Ravenna Trail)
Hinzman introduced the Interim Use Permit requested by the United Heroes
League. Council is requested to review the proposed Interim Use Permit and act
on a resolution to allow temporary improvements for up to 18 months. The
Planning Commission recommended approval of the request and briefly
discussed the future phases and site plan reviews.
Council discussion on conditions that were not met in 2020 as well as the 2022
conditions. Hinzman indicated that all conditions were combined and must be
met in the 18-month timeline. If conditions of permit are not met, all site uses
would not be valid.

2. Heritage Ridge 4th Addition
a. Resolution No. 08-11-22: Final Plat
b. Authorize Signature: Grading Agreement
Hinzman introduced the Heritage Ridge 4th Addition, TC Land LLC – General
Sieben and Northridge Drives. This final addition includes 36 lots located West
of General Sieben Drive and Northridge Drive as proposed by TC Land LLC.
The final plat approve is to subdivide property into 36 lots and outlot consistent
with the previous Preliminary Plat approval. The Site Grading Agreement
authorizes the beginning of limited grading activities. Planning Commission
approved earlier this year.
Council discussion on resuming the blasting and jackhammering. There is a
prohibition of blasting, but there may be jackhammering.

1. Amendments to 2022 Budget
Wietecha expressed appreciation to the Facility Manager for providing a different
perspective on facility needs. presented proposed amendments to the 2022
Budget totaling $91,451. The amendments include preventative/deferred
maintenance work, furnishings and fixtures, and other equipment.
Council discussion on expense offsets by minimal donations. The bulk of the
expense would be from the existing fund balance.

• Cop on a Rooftop is Friday, August 19. Visit Dunkin’ to make a contribution to support
the athletes of Special Olympics Minnesota and earn a free donut. This event is part of
the Special Olympics Minnesota Law Enforcement Torch Run for Special Olympics.
• The Parks & Recreation and Police Departments are partnering with the Hastings Prescott
Area Arts Council to serve up fun for tweens and teens. This month the Rec + Art +
Police event will be Wednesday, August 24, at Pioneer Park. Sponsored by SC Toys and
Country Financial.
• Support area makers and artisans at the Makers Alleyway Market on Thursdays
throughout the month of August.
• Wednesday, August 24, MNDOT and the City will host a Highway 61 Corridor Public
Information Meeting. Comments and discussion are welcome either in person or through
the MNDOT website.

Awareness Day.
