Highway 61 Corridor Study, Ryan Wilson
Stempski reviewed the study efforts to date and introduced Ryan Wilson from MnDOT.
Wilson provided an overview of the current TH 61 Corridor Study. Phase 1 is
engagement (ongoing)—the themes that have emerged through resident and business
feedback: safe pedestrian/bicycle crossings, reduce speed and traffic calming, reduce
accessways, traffic operations, sidewalk/trail on southern end. Next steps include
developing evaluation criteria and identifying a range of alternatives. In response to
earlier Council questions, Wilson also presented some comparable projects around the
state with similar traffic levels and gave an overview of the various projects that are
currently and planned around Hastings.
Council discussion on outreach to those who are travelling through town to gain input for
the project. Council would like to make sure we hear from those who may be most
impacted by reduction in access to TH 61. Council highlighted the stakeholder
engagement and are appreciative of the opportunity to be heard. Wilson and Stempski
indicated that other comprehensive plans—Corridor study and People Movement Plan—
are part of the input. Information presented will be on the website and provided to
Council.
V. APPROVAL OF MINUTES
Approve Minutes of the City Council workshop meeting and regular meeting on June 20,
2022.
Minutes were approved as presented.

IX. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their
concern, ask questions, provide additional information, or support on a particular
matter. Once the public hearing is closed, no further testimony is typically allowed and
the Council will deliberate amongst itself and with staff and/or applicant on potential
action by the Council.
1. Parklet Application for RiverCity PopCorn and Candy Company
a. Public Hearing
b. Approval
Hinzman presented the Parklet application for RiverCity PopCorn and Candy
Company. City Staff reviewed the application and recommend approval. Council is
requested to hold a public hearing to consider approval of the proposed Parklet.
Property owners within 350 feet of the property requesting the Parklet were mailed a
notice of the request and the scheduled public hearing.

Council discussion on the possible need to discuss the big picture of the use of the
Parklet. Private businesses are able to get revenue from a public space. Should this be
discussed as to a limit, an expansion, and thoughts of the public. Who can host a
parklet? No restriction but typically with a food/beverage business.

These items are intended primarily for Council discussion and action. It is up to the
discretion of the Mayor as to what, if any, public comment will be heard on these agenda

1. Budget Amendment: Hastings Civic Center
Wietecha presented the proposed budget amendment for the Hastings Civic
Center project in 2023. The legislature did not decide to support the $4M project
through State bonding. There may be other funding options if state bonding does
not come through but they would take some time to initiate. If there is interest in
still moving forward on the project, the equipment needed has a significant lead
time and should be ordered now if the project should be done in 2023.
Wietecha proposed Council delay the project in favor of pursuing other financing
options.
Council discussion on the understanding of the difficulty of managing several
large projects at a time. There are always going to be large projects and there are
concerns about managing these as they come. A map is needed to plan out the
projects so we can manage the City’s borrowing. We may have some arena
expenses during the delay in the project. Council supported the option to delay.
C. Community Development
1. Resolution No. 07-02-22: Conditional Use Permit – Hubs Landing (6 Spiral
View Loop)
Hinzman reviewed the Conditional Use Permit request from Hubs Landing (6
Spiral View Loop). Hinzman reviewed the request to complete improvements
which includes finishing the last eleven boat slips that were not constructed after
original approval. The location of the slips will change. He reviewed the
Planning Commission recommendations and the concerns expressed in regards to
parking, drainage issues, and lack of site plan review.
Hinzman noted that #7 should be stricken from the conditions of approval. It is
based on the 2009 permit and that would be a modification of the original permit.

1. Ballot Drop Box Grant Discussion
Murtaugh presented the request for Council to determine the acceptance of the
2022 Drop Box Grant Program and installation of a 24-hour Ballot Drop Box
outside City Hall by authorizing signature on the grant program agreement.

Murtaugh reviewed the reasons why Dakota County and surrounding cities have
decided not to offer ballot drop boxes for the 2022 Election season.
Council discussion on what the concerns are about the ballot drop box, the
benefits of a drop box, what the video requirements are and how managed,
options for obtaining and delivering ballots.

2. Approve First Reading of the Proposed Amendment to City Code Regarding
Alcoholic Beverages
Murtaugh presented an overview of the proposed ordinance amendment to City
Code regarding alcoholic beverages. Council is requested to approve the first
reading to consider amending City Code in several chapters to allow new liquor
licenses as written in the Omnibus Liquor Bill signed by Governor Walz in May,
2022 which allows a municipality to expand liquor licensing.

• Summer Programs at Levee Park…
o Thursday, July 7, Music in the Park with “The Bored.” Supported by the Ruth
and George Doffing Charitable Fund.
o Friday, July 8, Movies in the Park will be “Jungle Cruise.” Sponsored by Ardent
Mills. Please bring a non-perishable food donation for Hastings Family Service.
o Saturday, July 9, Bike with a Ranger. Ride the 10-mile loop and learn about
history and wildlife. Recommended for teens and adults. Free but registration is
required.
o Tuesday, July 12, Party in the Park to celebrate National Parks & Recreation
Month with a live animal show, cyr wheel acrobatics, Hebba Jebba rock and roll
band, activity booths, inflatables, and food trucks.
• July is National Parks & Recreation Month. Thank you to our parks and recreation
employees for 37 parks, 30 miles of trails, the Civic Center and Aquatics Center, and
year-round programming.
• The Parks & Recreation and Police Departments are partnering with the Hastings Prescott
Area Arts Council to serve up fun for tweens and teens. This month the Rec + Art +
Police event will be Wednesday, July 13, at Lions Park. Sponsored by SC Toys and
Country Financial.
