HomeMy WebLinkAbout2 - MinutesHastings Planning Commission October 24, 2022 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, October 24, 2022 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Halberg, LeBrun, Matzke, Peters, and Teiken Planning Commissioners Absent: None Staff Present: Community Development Director John Hinzman 2. Approval of Minutes – October 10, 2022 Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes approved as presented. PUBLIC HEARINGS OTHER ACTIONS 3. Election of Planning Commission Vice Chair Director Hinzman shared that with Commissioner Romens recent departure, the Vice Chair position is now available. Hinzman indicated Commissioners Halberg, Matzke, Peters, Teiken are eligible for the positions as they have been on the Commission for over one year. Commissioner Matzke motioned for Commissioner Halberg to be elected for Vice Chair, seconded by Commissioner LeBrun. Ayes: Commissioners Messina, Halberg, LeBrun, Matzke, Peters, and Teiken Nays: None Absent: None 4. Continuum Companies – Site Plan #2022-54 – Therapy OPS – 1312 South Frontage Rd. Director Hinzman provided a history of the property and a summary of the current request. Planning Commissioners are asked to review and provide a recommendation on the Site Plan request of Continuum Companies for construction of a 2,337 s.f. building for Therapy OPS. The property is currently zoned C-4 – Regional Shopping Center. Messina asked if the applicant would like to share additional information. Chris Kuenzli of Therapy OPS stated they currently have an office in Inver Grove Heights. Mr. Kuenzli shared information on the services they will be providing. Commissioner Matzke asked what the minimum requirement for new buildings, parking lots, and stormwater management concerning the site plan. Director Hinzman indicated the site is just over two acres and the preexisting plat would be exempt from the stormwater requirements. Commissioner Peters asked if the single handicap parking spot will be sufficient for their building. Mr. Kuenzli responded that at this time the one handicap spot is sufficient. Commissioner Teiken asked about the waste disposal area. Hinzman shared to date there is not a plan to have an outdoor waste disposal area, but if requested in the future, any outside dumpster would need to have a structure built around it. Commissioner Matzke made the motion to approve, seconded by Peters. 5. Other Business Hinzman provided a summary of recent City Council actions and future items. Commissioner Matzke asked for a brief overview of the phases of the Confluence Development. Commissioner Peters asked if there is going to be commercial spaces for rental services. Commissioner Matzke asked why the Planning Commission did not review the recent Confluence items. Hinzman indicated the recent City Council items did not require review from the Planning Commission. Commissioner Halberg asked for an explanation on the extent of HEDRA’s involvement in these processes. 6. Adjourn Commissioner Halberg motioned to adjourn the meeting at 7:23 PM.
