The meeting was called to order at 7:36 P.M. by Chairman Stoffel.
Members Present: Chairmann Stoffel, Latch, Fischer, Trautman.u,
Glennie, Kramer arrived by 7:40 P.M.
Moved by Commissioner Glennie, seconded by
Commissioner Fischer to approve the minutes
of the June 23, 1975 Planning Commission meeting.
Five ayes, zero nays.
APPROVAL OF
MINUTES
Chairman Stof£el referred the request for rezoning
to the Kramer Committee.
Commissioner Kramer presented the Committee's
report on the Capital Improvements Program. The
following modifications in the 1976 program were
suggested by the Committee:

The programs for 1977 ~ 78 were accepted as
submitted by the Committee with the addition
of the items that were moved back from the
1976 Program

The Planning Corn_mission asked the Planning
Director to draft an ordinance based on the
Com_mittee report and also incorporate the
comments expressed at the June 23rd Planning
Commission meeting into the ordinance.
Moved by Commissioner Trautmann, seconded by
Commissioner Kramer to recommend to the Council
that the City limit animals to the traditional pets (cats,
dogs, etc.) within all zoning districts in the City except
for the agricultural district. Six ayes, zero nays.
The Planning Commission asked the Planning
Director to prepare an application form to be
distributed to all people interested in becoming
a member of the Planning Commission. This form
should be based upon the recommendations made by
the Eischer Committee and a question regarding
why an individual wants to be on the Planning Commission
should be added to the form.
Moved by Commissioner Fischer, seconded by
Commissioner Trautmann to amend section 4.70
of chapter 4 by deleting the provision that all
basement homes must be eliminated within a five
year period and in its place require that all basement
homes which are not owner occupied or if the title
is transferred to a new owner, must construct the
home on top of the basement. Six ayes, zero nays.
The request ,%'r rezoning was referred to the
Stoffel Committee by Chairman Stoffel.
