HASTINGS ECONOMIC DEVELOPMENT and
REDEVELOPMENT AUTHORITY
The Hastings Economic Development and Redevelopment Authority of the City of
Hastings, Minnesota met in a regular meeting on Thursday, October 13, 2022 at 7:00
p.m. at Hastings City Hall.
HEDRA Commissioners Present: Goblirsch, Sinclair, Anderson, Horsch, Johnson and
Braucks
HEDRA Commissioners Absent: Vaughan
Staff Present: Community Development Director John Hinzman,
Economic Development Coordinator Eric Mass
I. Quorum
A quorum was established and the meeting was called to order by President
Goblirsch at 7:03 PM with six members present.
II. Minutes
Motion made by a Commissioner Braucks and seconded by Commissioner Anderson to
approve the minutes from the September 8th 2022 Regular Meeting as presented. Ayes 6;
Nays 0. Motion approved.
III. Bills
Hinzman summarized the bills. Motion made by Commissioner Horsch and seconded by
Commissioner Sinclair to approve the bills as presented. Ayes 6; Nays 0. Motion approved.
IV. Business
A. The Confluence - 5th Amendment to Purchase and Development Agreement and
Minimum Assessment Agreement -
• HEDRA Commissioners toured the facility as part of a workshop prior to
the meeting. Interior plumbing, electrical, HVAC and windows are well
underway and the building is taking shape.
• Hinzman gave some history of the project starting in 2009.
• Amended agreement establishes a May 31, 2023 deadline for substantial
completion of activities and obligates Confluence to enter into a
Minimum Assessment Agreement for payment of taxes at about a
valuation of 5.7 million.
• Execution of a minimum assessment agreement included in the 4th
amendment if substantial completion was not made by October 31, 2022.
The 5th amendment gives an extension completion date of May 31st 2023.
• IDM Hospitality Management, operators of the hotel and restaurant, gave
a presentation on their website splash page and upcoming social media.
December 1st is the advertised date when reservations will be accepted for
hotel rooms and more. confluencehotel.com
• Hiring is beginning to happen. An expected 65-70 individuals will be
hired at the property.
• Commissioners discussed changes in the agreement and dates.
• Motion made by Commissioner Horsch and seconded by Commissioner
Anderson to approve the amendment. Approved 6-0 as presented. The
City Council will consider similar action at its October 17th meeting.
V. Reports and Information
A. HEDRA discussion on Hwy 61 Updates - MN Dot planning for the corridor
continues, there has been active participation in comments at both in person open
house meetings and on line.
• Commission discussed timing of the project and a desire to examine
potential business assistance closer to the construction date.
• MN Dot will go to City Council in November to discuss the survey
findings and design revisions.
• There is an open house this winter.
• Commissioners inquired about potential assistance for businesses that
will be impacted by this project in 2026 or 2027.
B. Shovel Ready Development Site Update - Rokos continues to discuss the site with
potential users and meets regularly with HEDRA Staff.
• There is not many sites of this size in the metro area, so there is interest
from developers.
C. Makers Market Survey Responses - Positive feedback received from vendors
completing the survey. Collaboration with Parks Dept to make sure there’s a good
music crowd coinciding with the market. A minimum fee for participation may be
considered for next year in the $20 range, potential bulk discount.
D. Development Updates
• Intek Plastics site expansion is moving along through approvals process.
Will go to Council next week.
• Therapy Ops is looking for building approval to construct near Auto
Zone.
• Suite Living got approvals! Spring 2023 construction.
• Lake Isabelle Flats (Stencil) has broken ground and demolished the
building in adjacent site.
• Jersey Mikes is open!
• The Quill Senior Living – is open! Potential ribbon cutting to come.
• Stencil development (Vermillion Acres) looking for some final
environmental
• Enclave starting construction next week on the first building.
VI. Adjourn
A. Adjourned the meeting at 7:38 p.m. Motion made by Commissioner Johnson and
seconded by Commissioner Sinclair to adjourn the meeting. Motion passed 6-0.
