Members Present:
called to order at 7:36 P.M. by Assistant Chairman
Gergen, Terrell, Murray, Stoffel, Fischer, Wendler,
Groth and Kramer.

by Commissioner Fischer to approve the

APPROVAL OF MINUTES
The Planning Director reviewed the request SPECIAL USE PERMIT
by Mr. Sieben for a Special Use permit at AL SIEBEN - 612 WEST 6TH STREET
612 West 6th St. At the present time there
is a structure on the site bein~ used as a duplex
and Mr. Sieben proposes to demolish the present
building and replace it with a new duplex. The
Sieben proposal meets the lot size requirements
and off street prarking requirements as specified
in the City zoning ordinance.
COuncilman Latch suggested to the Planning Commission
that they consider revising the lot size requirement
for duplexes or multiple family dwellings in an R-2
zoning district as per Commissioner Fis~her's recom-
mendation prior to making a recommendation on the Sieben
proposal .
Moved by Commissioner Fischer, seconded by Commissioner
Wendler to call for a Public Hearing on March 29, 1977
at 7:30 P.M. on the Sieben request. 8 Ayes - 0 Nayes.
The Planning Director explained the Metro- M~TROPOLITAN COUNCIL SYSTEM
politan System Statement to the new members STATEMENT
of the Planning Commission. The only concern
that Staff has regarding the document involves
the section on Waste Management. The report in-
dicates that by 1990, 2.09 million gallons per day
of flow is anticipated through the Hastings Waste Water
Treatment Plant. Despite this projection, the Metro-
politan Waste Control Commission does not have any de-
finite plans for expanding their facility to handle any
more than 1.71 million gallons per day. The Metropolitan
Waste Control Commission refers to a Phase I and Phase II
of the 201 Planning Program, but makes no specific comments
that the plant will be expanded to handle projected flow.

Because the Metropolitan Council Development Framework
indicates that new developments in the outlying Metro-
politan area should be encouraged around free-standing
communities, a more definite statement should be made
by the Metropolitan Council regarding improvements to
the Waste Water Treatment Plant.
Commissioner Fischer also raised a question about the
need to provide for an airport in the Hastings area.
There are other airports in close proximity to the
Hastings area and Commissioner Fischer questioned
whether the City's Comprehensive Plan should even
address the issue of an airport.
Moved by Commissioner Fischer, seconded by Commissioner
Wendler to request the Metropolitan Council to Clarify
its position regarding the discrepency between the 1990
projected flow through the Hastings Wastewater Treatment
Plant and present plans which would allow the plant to
handle 1.71 million gallons per day plus the City should
investigate whether it is necessary to include an airport
section.
Assistant Chairman Stoffel referred the PRELIMINARY PLAT - FLUEGEL
Preliminary Plat proposal to a committee AND KUGLER SOUTHVIEW DRIVE
chaired by Mr. Wendler and suggested that
she would serve on the committee as well as
any other members of the Planning Commission
who is interested.
The Planning Director reviewed several UNFINISHED BUSINESS
items which have been discussed by the
Planning Commission but which no formal
action has been taken. Con~nissioner Wendler
indicated that he will continue to investigate
the matter of rezoning the R-3 multiple family
property on West 23rd Street and Commissioners
Terrell, Murray, and Groth indicated interest in
working with Commissioner Wendler. Commissioner
Wendler's Committee was requested to review the Planning
Director's memo suggesting the creation of a new residential
district for low density multiple family housing; it was also
suggested that this committee consider the memo written by
Commissioner Fischer which deals with basing the lot size
requirement for duplexes and multiple family dwellings in an
R-2 zoning district on size of the building rather than number
of bedrooms.
Moved by Commissioner Fischer, seconded by ADJOURNMENT
Commissioner Wendler to adjourn at 9:07 P.M.
