The Meeting was called to order at

Members absent:

7:30 P.M. by Chairman Stoffel.
Gergen, Terrell, Johnson, Fischer
Wendler, Murray, Groth
Mayor Walter Peterson
Commissioner Fischer indicated the April 11,
1977 minutes stated no members were absent.
Commissioner Fischer was absent and the
minutes should so indicate.
Moved by Cormnissioner Fischer, seconded by
Commissioner Kramer to approve the April 11,
1977 minutes. 6 Ayes - 0 Nayes
APPROVAL OF MINUTES
Mr. Ken Anderson gave a short presentation
of the present status of the proposed Airport
Study. tie then asked the Planning Commission
to approve the Airport Study and to forward it
to the City Council for their approval.
AIRPORT STUDY
Due to the lack of information for the Planning
Commission, Mr. Anderson was asked to be on the
agenda for the next Planning Commission meeting
to give a more detailed accounting of the Airport
Study.
Commissioner Fischer moved the Planning Commission
take a position not apposing the Hastings area
airport if it can be constructed and operate~ at no cost to
the City and if it will not be a nuisance to the
environment. Seconded by Commissioner Johnson.

At 9:00 P.M., Mayor Walter Petersen adminis-
tered the Oath of Office to Dale Johnson,
the newest member on the Planning Commission.

A cormmittee was formed of Cormnissioner's
Gergen, Terrell, and Fischer to look into
a request from Smead Manufacturing to con-
struct an addition to its plant.
The Committee will meet at 6:30 P.M. May 2,
1977 to make its recommendation on the ex-
pansion to the City Council. The approval
of the construction will require either a
setback variance or rezoning of the Smead
property.
SITE PLAN REVIEW AND VARIANCE
SMEAD MANUFACTURING - 600 E.
10TH STREET
Moved by Commissioner Kramer, seconded by
Commissioner Gergen to recommend approval
of plans for the construction of two twenty-
four unit apartment buildings at 602 and 604
Westview Drive, if all eight points from the
Staff Report be met by the City Council
meeting, May 2, 1977. 6 Ayes - 0 Nayes.

Two Home Occupation proposals, one for display
and sale of gifts requested by David Graham
and the other for the sale of art works re-
quested by James Zotalis, were referred to a
committee consisting of Commissioner's Johnson
Kramer and Stoffel.

JAMES ZOTALIS - 206 EDDY ST.
Chairman Stoffel asked that the proposed
revision,in the City Ordinance,which would
make duplexes a permissable use in an R-3
zone,be placed on the next agenda.

PERMITTED USE IN R-3 ZONE
Commissioner's Gergen, Fischer and Terrell
were to meet on the Emrick Site on May 2,
with Dennis Emrick to look at the problems
he would have if he were to erect the pro-
posed building he wants along T.H. 55.
The Planning Director is to set up a Public
Hearing for May 9th for rezoning.
Commissioner Terrell asked if there is a
limit to the size of Real Estate signs° It
has been determined that a Real Estate sign
can be twenty five square feet.
Commissioner Terrell will look into a proposal
on changing the size of Real Estate signs.

Moved by Commissioner Fischer and seconded
by Con~nissioner Terrell to have the City
Council consider reconstruction of Tyler
andRamsey in the Capital Improvements Pro-
gram to solve the parking problems in this
area. 6 Ayes 0 Nayes.
