HomeMy WebLinkAbout05/09/77PLANNING COMMISSION MINUTES MONDAY~ MAY 9, 1977 The meeting was called to order at 7:34 P.M. by Chairman Stoffel. Members Present: Chairman Stoffel, Wendler, Gergen, Terrell, Groth Kramer and Murray,Fischer and Johnson Commissioner Fischer indicated that the motion he made on the Airport Study did not include that City should not take any responsibility for operating costs of the facility. APPROVAL OF MINUTES Moved by Commissioner Wendler, seconded by Commissioner Fischer to approve the April 25 minutes as amended. The Planning Director reviewed a staff proposal to create a new zoning district for limited commercial development. DISTIRCT Commissioner Murray suggested that rather than create a new zone that the property in question be rezoned to a C-1 district. Although the present C-1 zoning district seems to be more restrictive than desired, the Planning Commission felt that they should call a Public Hearing to rezone the property to a C-1 zoning classification and than consider modifications to the ordinance at a later date. ZONING AMENDMENT - REZONING FROM R-3 TO LIMITED COMMERCIAL - DENNIS EMRICK Commissioner Wendler suggested to the Planning Commission that we consider extending West 7th Street to the property in question and this would eliminate the need for a service drive or access directly onto Highway 55 Moved by Commissioner Wendler, seconded by Commissioner Fischer to call a Public Hearing to rezone Lots 6 thru 15, Block 48, Addition #13, Lots 1 thru 18, Block 49, Addition #13; Outlot B, Imperial Addition; and the unplatted land within the southeast corner of the NE corner of Section 29, Township 115, Range 17W, located north of T.H. 55 from R-3 to C-1 for May 23, 1977. at 7:30 P.M. 9 Ayes 0 Nayes. SECOND STREET Home Occupation for David Graham. 7 Ayes ~ Johnson Nay and Fischer abstain. Moved by Commissioner Groth, seconded HOME OCCUPATION - JAMES ZOTALIS by Commissioner Kramer to approve the 206 EDDY STREET Home Occupation permit for James Zotalis 7 Ayes, Johnson Nay and Fischer abstain. Mr. Ken Anderson, Chairman of the AIRPORT STUDY Hastings Airport Committee introduced John Johnson of Kirkham, Michael Assoc. who presented a slide presentation on the airport study. Also in the audience was Chauncy Chase of the Metropolitan Council. Moved by Commissioner Wendler, seconded by Commissioner Kramer to foreward the Airport report to the City Council with the Planning Commission taking a position of not opposing the Hastings Area Airport if it can ~ con- structed and operated at no cost to the City and if it will not be a nuisance to the environment. 7 Ayes, Murray and Fischer Nay. Industrial liminary plans for review by the Plan- BUILDERS ning Commission in an attempt to more accurately determine some of their costs. Industrail Builders was seeking approval by the Planning Commission of building setbacks, a general landscaping plan and the number of parking stalls provided. Builders has submitted pre- SITE PLAN REVIEW INDUSTRIAL 990 WESTVIEW DRIVE Moved by Commissioner Fischer, seconded by Commissioner Terrell to approve that portion of the site plan which includes the building setbacks, the conceptional landscaping plan and the number of parking stalls provided. 9 Ayes 0 Nayes. Swanson of Industrial Builders Mr. explained to the Planning Commission BUILDERS that they are ~n the process of negotiating with Red Owl to~remodel their present facility to handle a 17,000 sq.ft, grocery store. Before final plans can be drafted, Industrial Builders would like approval on variances for three new loading docks which encroaches on the required 10' setback from rear property lines in a C-1 flistrict,and a 5' variance for the SITE PLAN REVIEW - INDUSTRIAL 1110 VERMILLION STREET Planning Commission Minutes May 9, 1977 Page 3 proposed parking lot setback requirement, and approval of the addition of a few hundred square feet to the existing facility. Concern was expressed about traffic on Eddy Street and what could be done to help alleviate this problem. The Planning Commission felt that this discussion, as well as other concerns expressed in the staff memo, could be handled when final site plans are submitted. Moved by Commissioner Groth~ seconded by Commissioner Fischer to recommend approval of the variances requested subject to final plans being submitted and reviewed by the Planning Commission. 9 Ayes 0 Nayes. To further review Industrial Builders request, Chairman Stoffel appointed Commissioner Kramer, Groth, Terrell and Gergen.on'a committee with Commissioner Kramer serving as chairman. Moved by Commissioner Wendler, seconded ORDINANCE - DUPLEXES AS PERMITTED by Commissioner Fischer to recommend to USE IN R-3 DISTRICT the Council the adoption of the Ordinance which wouldallow duplexes as a permitted use in an R-3 zoning district. 9 Ayes 0 Nayes. Chairman Stoffel informed the Planning COM~ITTEE ON ORDINANCES Commission that the Planning Director and herself had met with the Chairman of the Planning Committee of the Council and he had requested that two members of the Planning Commission be appointed to work on a committee to review and update the City's zoning and sub- division regulations. The goal is to have all of these ordinances completed by the end of the summer so that the City zoning and subdivision regulations can be codified. Chairman Stoffel suggested that Ed Fischer and herself serve on this committee. Moved by Commissioner Groth, seconded by Commissioner Fischer to adjourn at 10:36 P.M. 9 Ayes 0 Nayes. ADJOURNMENT
